We are inviting expressions of interest for the appointment of Chair and members to a new Interim Industry Competence Committee (IICC). The interim committee will perform an advisory role and support work underway to establish the Building Safety Regulator (BSR) and develop the new regulatory regime for the safe design, construction and occupation of high-risk buildings so that residents are safe and feel safe (Building safety (hse.gov.uk)). It is envisaged that, as well as laying the groundwork for establishing a formal committee once the legislation comes into effect, the interim committee will also help provide strategic leadership and oversight of improving and promoting competence among industry professionals and regulators to raise standards in design, construction and the management of buildings.
About the Committee
The Interim Industry Competence Committee will:
- Provide advice to the shadow BSR on the development and delivery of products set out in scope of the Building Safety Programme (in particular, competence related standards, guidance and processes);
- Advise on strategic direction to improve, monitor and encourage industry competence;
- Lay the groundwork for establishing the formal committee (and understand the links to other forums and committees).
The interim committee will run from June 2021 until at least October 2022. Although participation is non-salaried, reasonable travel expenses necessarily incurred in undertaking the role, will be reimbursed in accordance with HSE’s travel policy. It is anticipated that the interim committee will meet every 2 months.

Chair
We are seeking a highly motivated individual and we welcome interest from those who have strong leadership and influencing skills. You will have a track record of driving and leading a programme of behavioural and cultural change and can demonstrate success in doing this in your organisation or the wider sector. Expressions of interest from outside the built environment industry are highly encouraged.
Members
You should be at a senior level in your organisation and have a strong interest in the built environment industry; have good communication and influencing skills; a good understanding of achieving and maintaining competence in a relevant discipline; and can provide clear and impartial advice. Expression of interest are welcome from both within, as well as outside, the industry.
