The Radiation Specialists in HSE’s Field Operations Division (FOD) support key frontline work in all sectors which use ionising and non-ionising radiation including manufacturing, engineering, medical and dental, veterinary, education and local authorities with the exception of nuclear licensed sites.

We are looking for high calibre specialists who can, under challenge, think strategically, identify underlying core issues, and engage at different levels both with colleagues, site technical staff and at the most senior levels within an organisation. You will be decisive and able to influence those organisations to bring about improvements.

Application Maintenance & Support Manager

You will join the existing IT Information Systems Team as Application Maintenance & Support Manager, responsible for a team of Support Analysts. You will establish and embed Application Maintenance & Support best practice principles and help to continually improve the service. This position provides an exciting opportunity to work in a dynamic role at the core of HSE’s Information Systems Processes.

You will be involved in the development of our Application Maintenance & Support function to ensure it is business driven, customer focused and value for money. This position provides an opportunity to develop a mix of strategic, leadership and technical skills. Application Maintenance & Support is predominantly managed by a third party supplier, but we will be developing our own capabilities and look to take on increasing responsibilities for these functions.

You will work for the Head of Information Systems Asset Management and will hold a key position in developing these Application Maintenance & Support capabilities within the ITF division.

Learning and Development Specialist – Fixed Term Appointment for 9 months

Our Human Resources Division plays a key role for the whole of HSE.   As an L&D specialist within HR, you will play a key part in contributing to the design and development of the core learning to support the Chemical Regulators (CR) training programme, partnering with CHEMICAL REGULATOR DIVISION (CRD) in the L&D requirement in support of HSE’s EU Exit Programme for Chemicals, delivered via the EU Exit (Chemicals) Transition Programme.

You will also be part of a small but dedicated central L&D delivery team, who support HSE’s commitment to raising capability through a blended learning approach to ensure, that everyone in HSE has access to the relevant learning and development opportunities to enable them to undertake and deliver their roles effectively and feel engaged with our business

Contracts Manager

We are looking for a  Contracts Manager to join our team of Commercial Specialists in the Commercial Capability Group. You will be based in HSE’s Science Division in Buxton, Derbyshire – a world leading provider of health and safety solutions to industry and government.

Our works spans across a wide and varied range of sectors including fire, explosion, process safety and engineering; occupational and environmental health; risk assessment; work environment; and specialist photographic and analytical services.

This is an excellent opportunity to work collaboratively across HSE with both internal and external stakeholders (both government and industry) and to provide essential contractual advice to support HSE’s essential commercial activities.

Line Manager in Human Factors Team – FTA for 12 months

We are looking for an experienced line manager to provide maternity cover for a highly skilled team of scientists and technical specialists in the field of Health and Safety related Human Factors.

You will focus on providing pastoral line management support for approximately 10 team members, working in collaboration with and supported by an established line management team already in place within the team.

The team you would manage includes psychologists, and human factors specialists from a variety of technical disciplines who investigate workplace incidents, provide scientific support to HSE inspectors directly or through research, and provide consultancy support and training to UK industry. The team has established technical managers (experts in the scientific fields), and in this line management role you will not be expected to manage technical aspect of the work. For this reason technical knowledge of occupational psychology or human factors is not required.

Change and Business Improvement Manager

The Change and Business Improvement Manager plays a key role in defining, building and implementing our ambitious roadmap of digital and business transformation, focusing on operational and regulatory effectiveness and efficiency whilst improving the user experience. The Change and Business Improvement Manager is responsible, at a project/programme level, for articulating business requirements and priorities for transformation, assessing business readiness, designing new operating models, driving business adoption and providing specialist change management support to HSE’s operations.

Change & Business Improvement Analyst

The Change & Business Improvement Analyst plays a key role in designing, building and implementing new operating models and digital services in line with HSE’s strategic priorities, focusing on efficiency, effectiveness, regulatory outcomes, and improving the user experience. They are responsible, at a project level, for baselining current activities, articulating business and user requirements, designing and implementing new ways of working and providing continuous improvement support to HSE’s operations. This role will have a specific focus on leading the development of financial cost/benefit models and business cases to underpin our transformation activity.

HM Government Public Appointments – HSE Chair

The Health and Safety Executive (HSE) is a Crown Non-Departmental Public Body sponsored by the Department for Work and Pensions (DWP). It is responsible for the prevention of workplace illness, injury and death across the UK.

DWP is seeking a Chair with a range of established skills and competences to help set HSE’s strategic direction to 2025 and beyond, drive regulatory excellence and oversee the organisation’s governance arrangements.

We are therefore looking for candidates who can bring experience from other national and/or international organisations with challenges on a similarly large scale to those facing HSE.

The HSE Board is responsible for:

  • Setting and delivering HSE’s strategic aims and objectives within the agreed policy and resources framework agreed with Ministers.
  • Overseeing the budget and ensuring HSE complies with the rules for the use of public money.
  • Ensuring that effective arrangements are in place to provide assurance on governance, risk management and internal control.
  • Appointing the Chief Executive Officer, setting their performance objectives and remuneration (with Ministerial consent).

The Board currently consists of the Chair and ten Non-Executive Directors (NED). The Board has three sub-Committees chaired by Non-Executives: Audit and Risk Assurance; People and Remuneration; and Science, Evidence and Engineering Assurance

The Chair is expected to attend and preside over eight Board meetings a year, which take place at HSE’s headquarters in Bootle, Merseyside or in the regions or devolved administrations and involve an overnight stay. One meeting per year takes the form of a two day strategic planning event. Other duties involve representing HSE with various stakeholders and meeting HSE staff located around GB, which can involve extensive travel.

Assistant Finance and Planning Business Partner

Do you have a finance background together with excellent analytical and communication skills?  If so, we have a position for an Assistant Business Partner.

You will support a Divisional Business Partner to ensure the Divisional Director and senior managers receive expert strategic advice on all matters in relation to finance, planning, business performance and business risk.

You will need to proactively identify and manage risks and opportunities (financial, performance and VFM) whilst supported by the provision of management information from our award-winning Business Intelligence Team.

Reporting directly to the Business Partner and ultimately to HSE’s Director of Finance and Corporate Services, as a member of the HSE finance and planning community you will bring strong technical skills together with wider business experience.

You will have a willingness to develop your skills in a supportive and challenging environment whilst contributing positively to HSE’s overall performance and seeking business improvements in how we deliver our objectives.
