Band 4/HEO Resourcing manager, Building Safety Regulator

As the resourcing manager, you will play an important part in supporting the creation of the new Building Safety Regulator (BSR) and the resourcing work streams. This is a complex project, resourcing a regulator of several hundred people and is without precedent in HSE in both scale and ambition. The range and variety of roles to be filled is complex and will require innovative and flexible resourcing solutions. This is a unique opportunity for experienced resourcing and recruitment managers to make a significant and far reaching impact.

You will be project managing resource delivery of several vacancies from a range of areas through our suppliers, providing advice and support to managers and ensuring we meet the timescales in the overall BSR delivery plan.

Programme Management Office Manager (PMO)

To ensure HSE can continue to meet current and future challenges, there will be greater investment in implementing news ways of working and implementing digital technologies. We are therefore reinforcing in-house capability to give us the skills and experience we need to take HSE forward.

HSE has opted to move to a single merged PMO (Programme Management Office) for delivering business improvement, digital and IT change, with a view to expanding its scope and coverage, eventually becoming a corporate P3MO (Portfolio, Programme and Project Management Office) for cross cutting and/or significant programmes.

You will play a significant role in supporting the Head of the PMO in implementing a corporate PMO model, whilst supporting the business grow its programme and project management maturity.

Resourcing Lead (BSR/Band 3)

As the resourcing lead over the new Building Safety Programme, you will play a significant part in ensuring the creation of the new Building Safety Regulator (BSR). The new regulator will be responsible for implementing and enforcing a more stringent regulatory regime for high-rise buildings, as well as providing wider and stronger oversight of safety and performance across all buildings and increasing the competence of those working on building safety. An experienced recruitment and selection manager, you will take a lead role leading the resourcing work stream for the setup of the shadow regulator, and subsequently the resourcing of the Building Safety regulator. The range and variety of roles to be filled creates a complexity which is novel for HSE and which will require innovative and flexible solutions using different resourcing options. The timeframe for delivering the regulator is challenging and requires you to be responsive to the emerging demands of the programme, but the impact of your achievement is far reaching.

 

It’s essential that you have a good working knowledge and experience of effective sourcing and talent attraction strategies and a sound understanding of resourcing processes to work in this role.

Marketing and Events Assistant

As Marketing Assistant in the Marketing Team you will be key to the delivery of the Marketing objectives within the Commercial Group and support the delivery of the Commercial revenue target. Project Manager

We are looking for an exceptional Project Manager to join our ‘Projects, Digital and Change team’ to support an organisational transformation by leading business improvement and IT/Digitally enabled projects. You will be a key member of the recently established change and business improvement capability in the Operational Services Division. We work closely with business teams to improve – or design new – processes or digital services so that HSE can work in a more efficient and effective way and provide a better service to duty-holders and the public.

You will do this by leading and managing project teams who are supporting a wider organisational transformation, typically, business improvement and IT/Digitally enabled projects and ensure project objectives are clearly defined and achieved within the agreed time, cost and quality constraints meeting customer and business requirements.

Regulatory Science Team Leader – Ecotoxicology

Working as a team leader, you will be responsible for leading and managing a team of scientists and responsible for technical input to regulatory programmes on chemicals, biocides and pesticides to support regulatory decisions in the UK. You will be expected to explain your decisions internally and externally, to expert committees, other government departments and relevant stakeholders.

The Ecotoxicology Team is involved in the evaluation of data on the toxicity of pesticides, biocides or other chemicals to a wide range of non-target organisms such as birds, mammals, aquatic organisms, bees, non-target arthropods, earthworms and soil macro and micro-organisms as well as non-target terrestrial plants. In addition, data on exposure are also evaluated and these data, along with the toxicity data are used in carrying out the associated regulatory risk assessment.

You will lead a team of Regulatory Ecotoxicologists for technical input to data evaluation and associated risk assessments on chemicals, biocides and pesticides to support regulatory decisions in the UK.

You will be expected to explain your decisions internally and externally, to Expert Committees, other government departments and relevant stakeholders.

You will be one of a number of team leaders responsible for delivering team business plans.

You will be responsible for providing guidance and delivering training to internal and external stakeholders on all aspects of risk assessment.

You will also be expected to represent the Ecotoxicology Team at national and international meetings.

Application Maintenance & Support Manager

You will join the existing IT Information Systems Team as Application Maintenance & Support Manager, responsible for a team of Support Analysts. You will establish and embed Application Maintenance & Support best practice principles and help to continually improve the service. This position provides an exciting opportunity to work in a dynamic role at the core of HSE’s Information Systems Processes.

You will be involved in the development of our Application Maintenance & Support function to ensure it is business driven, customer focused and value for money. This position provides an opportunity to develop a mix of strategic, leadership and technical skills. Application Maintenance & Support is predominantly managed by a third party supplier, but we will be developing our own capabilities and look to take on increasing responsibilities for these functions.

You will work for the Head of Information Systems Asset Management and will hold a key position in developing these Application Maintenance & Support capabilities within the ITF division.

Senior Application Maintenance & Support Analyst

You will join the existing IT Information Systems Team as Senior Application Maintenance & Support Analyst, responsible for a team of Support Analysts. You will establish and embed Application Maintenance & Support best practice principles and help to continually improve the service. This position provides an exciting opportunity to work in a dynamic role at the core of HSE’s Information Systems Processes.

You will be involved in operating the tools and environments for system maintenance, ensuring our Information Systems function is business driven, customer focused and value for money. This position provides an opportunity to develop a mix of strategic, leadership and project skills.

You will work for the Application Maintenance & Support Manager and will hold a key position in driving forward Application Maintenance and Support.
You will have direct line management responsibility for 4 Application Maintenance & Support Analysts.
