You’ll work alongside other HSE technical and regulatory specialists to ensure work activities are operating within the legislative framework by various regulatory interventions including inspecting, investigating and providing advice.

Your work will make the most of your experience – whether that’s inspecting an explosive processing plant, helping an employer understand the right controls to have in place, or contributing to the development of industry standards and guidelines. The balance of an individual’s key responsibilities will depend on their role within the Unit which could be either as an explosives specialist in an operational team or as an explosives topic specialist in a portfolio role. As you can see this role will broaden your knowledge and your professional credibility like no other role can.

From day one, you will be supported by your manager and colleagues to understand your role in HSE, develop your skills and support you in your continuing professional development. All of the locations include specialist and regulatory colleagues providing a wider support network. For the legal requirements of the role, you will be enrolled on the Specialist Training Programme (STP). You will receive appropriate training and will be required to study for and successfully complete a legal assessment.

Given that HSE regulates sites across the whole of GB you will be expected to spend periods working away from home, typically 2 to 3 days every fortnight. HSE is flexible on how this expectation is delivered and recognises individuals’ personal commitments.

Technical Support with Joinery Skills – Fixed Term Appointment for 2 years

We are looking for a someone with joinery skills and a practical aptitude to join our technical support team. The team provides support to the Science Division of HSE in a number of ways, including:

• Building and manufacturing experimental rigs and facilities
• Collecting evidence from incident sites across the UK and storing it appropriately
• Supporting experimental programmes, taking part on test days as appropriate
• Maintaining equipment and facilities used by the division
• Using lifting and other heavy equipment across our Buxton site

Based in the Major Hazards Group within Science Division, the work of the team contributes to incident investigations, research projects for HSE, other government departments and commercial clients. There are a range of teams in the Major Hazards Group including mechanical engineers, engineering materials specialists, fire and explosion, hazardous materials and explosives experts. You will be working with people from all these teams to deliver projects and support testing. Much of the work in the group is focused on the safe introduction of green energy technologies, including batteries and hydrogen.

Resourcing Manager

As the resourcing manager, you will play an important part in planning the effective delivery of complex recruitment campaigns for specialist and high volume campaigns. Team Leader – Divisional Support

To help us meet these challenges we are looking for a Team Leader to join us, to lead our Divisional Support Team who are responsible for the coordination of critical transparency processes, which will enable HSE to deliver its divisional functions as leads in Digital, Programme Management, Change and Business Improvement, COVID Compliance and Customer Access.

You will be located within a busy support team supporting the functioning of HSE’s Operational Services Division in a number of critical areas.This is a challenging and pivotal role, leading a small team which will act as the secretariat for the delivery of a range of functions, which underpin a number of HSE’s in Digital, Programme Management, Change and Business Improvement, COVID Compliance and Customer Access.

Support Officer – Divisional Support

In OSD (Operational Services Division) we work with one goal in mind – to ensure the organisational operating model is as effective and fit for purpose as it can be.

Your role will be to provide support to the Director of Transformation and the Divisions Senior Leadership Team (SLT).  You will be responsible for supporting SLT activities and will lead on the co-ordination of the divisional wide meetings and working groups.  You will also provide resilience and cover for the Directors Executive Assistant.

You will support the Division to ensure that it responds to all Corporate requests in a timely fashion, ensuring that the division has a ‘Forward Look’ to ensure a proactive response where appropriate.

You may be required to Book travel and accommodation with travel itineraries, directions etc. and coordinating travel with others in line with HSE travel policies. Occasional travel and overnights stay maybe required

Research & Design Team Lead

HSE is transforming its digital landscape, and services. To do that we need to drive cultural change and embed new ways of working. These include developing a user centred design ethos, working in an agile way and aligning to the Technology Code of Practice Government Digital Service standards. This role will be critical to this transition. The Digital Research & Design Team Leader will play a key role in supporting the Deputy Director, Head of Digital in leading the digital transformation at HSE.

As the Digital Research & Design Team Leader you will be responsible for managing a team of permanent and day rate contractor User Researchers, User Experience Designers, Interaction Designers and Service Designers. These roles undertake research and design activities to understand service user needs, analyse these to identify key functionality required in new digital solutions and prototype the potential options for delivering the service.

Additionally the R&D team work within multi-skilled project teams to provide projects with the underpinning evidence and design needed to deliver user centred solutions and act as the voice of the user throughout.

Audit and Risk Assurance Committee – Independent Member

The Committee comprises three non-executive members of the HSE Board, one of whom serves as Chair of the Audit and Risk Assurance Committee, and one independent member. The independent Audit and Risk Committee Member will provide specialist and independent input into the Committee, helping to ensure that HSE is managed in a manner that is risk aware, effective and is a model of good corporate governance.

As an independent ARAC member you are expected to:

  • Engage with relevant Executives to achieve a full understanding of the HSE’s functions and provide advice outside the confines of the Audit and Risk Assurance Committee.
  • Prepare, attend and actively contribute to quarterly Audit and Risk Assurance Committee meetings
  • Contribute impartial advice on the adequacies of assurances provided on financial and risk management, internal controls, the outcomes of assurance activity and on any implications for corporate governance.
  • Constructively challenge the assurances provided and draw on ways in which those assurances could be developed from your own professional background, while respecting executive responsibility.
  • Maintain familiarity with the HSE internal and external landscape to enable appropriate challenge and relevant assurance.
  • Maintain an open and professional line of communication and relationship with all key stakeholders including the Accounting Officer, Director of Finance, Head of Business Assurance and external and internal auditors.
  • Promote a culture of ethical awareness, integrity and accountability.
  • Respect confidentiality and declare conflicts of interest.
  • Take part in corporate initiatives and training as required, to support the continuous improvement of HSE.
  • Act in accordance with accepted standards of behaviour in public life
  • Ensure that the ARAC acts as an effective body which adds value to HSE and acts in best interests of wider public.

Interim Industry Competence Committee – Appointment of Members and Chair

We are inviting expressions of interest for the appointment of Chair and members to a new Interim Industry Competence Committee (IICC). The interim committee will perform an advisory role and support work underway to establish the Building Safety Regulator (BSR) and develop the new regulatory regime for the safe design, construction and occupation of high-risk buildings so that residents are safe and feel safe (Building safety (hse.gov.uk)). It is envisaged that, as well as laying the groundwork for establishing a formal committee once the legislation comes into effect, the interim committee will also help provide strategic leadership and oversight of improving and promoting competence among industry professionals and regulators to raise standards in design, construction and the management of buildings.

About the Committee

The Interim Industry Competence Committee will:

  • Provide advice to the shadow BSR on the development and delivery of products set out in scope of the Building Safety Programme (in particular, competence related standards, guidance and processes);
  • Advise on strategic direction to improve, monitor and encourage industry competence;
  • Lay the groundwork for establishing the formal committee (and understand the links to other forums and committees).

The interim committee will run from June 2021 until at least October 2022. Although participation is non-salaried, reasonable travel expenses necessarily incurred in undertaking the role, will be reimbursed in accordance with HSE’s travel policy. It is anticipated that the interim committee will meet every 2 months.

You should be at a senior level in your organisation and have a strong interest in the built environment industry; have good communication and influencing skills; a good understanding of achieving and maintaining competence in a relevant discipline; and can provide clear and impartial advice. Expression of interest are welcome from both within, as well as outside, the industry.

Senior Registered Gas Engineer

We are looking for a Senior Registered Gas Engineer to join our Engineering team in the Major Hazards Group. This is an excellent opportunity to use your skills to lead HSE gas incidents, and contribute to innovative work to support valuable HSE and industry research projects to directly improve the lives of people.

You can expect to contribute to a diverse range of work within the health and safety sector, especially HSE incident investigation, but you can also expect to be involved in project work for HSE and industrial clients.

You will primarily be part of a team of mechanical, electrical and gas engineers delivering incident investigation and experimental testing, but you will also collaborate with technical experts across many other disciplines.

Administration Officer – permanent posts and Customer Service Apprentice – FTA 16 Months

Our operational support staff contribute to the delivery of the Strategy by supporting the work of HSE Inspectors across a range of industries including Manufacturing and Construction. The support is delivered through a range of established and developing procedures.

Your role is to support the work of HSE Inspectors in frontline operational delivery. Some roles may have other additional functions such as project support, corporate support.
