The work of our Visiting Officers/Regulatory Contact Officer is focused on HSE’s operational priorities. They work alone, and alongside inspectors and specialists supporting their work. They assist with inspector-led workplace inspections; investigations of work-related incidents affecting workers and the public, health and safety related enforcement activity; and campaigns and promotional activities designed to improve the management of health and safety in the workplace.
Visiting Officers are typically managed by Operational Team Leaders and work as part of a team.

Their responsibilities include making enquiries into reported incidents  and taking voluntary witness statements and victim personal statements to support enforcement action by inspectors and specialists.

IT Event Manager (Network Monitoring)

Technology, data, and digital services underpins everything that HSE does.  We are a knowledge organisation, with a wealth of experience in keeping people safe.  It is the responsibility of the Information, Technology and Facilities Division to ensure that everyone in the organisation can access our data and information, to share it and to use it to make effective decisions.  We support over 3000 colleagues working in a hybrid style at home and in 26 offices across Great Britain.  Our services keep inspectors functioning effectively and efficiently on industrial sites nationwide, from oil platforms in the North Sea to our deepest mines and quarries.

You will manage the lifecycle of all system Events on the HSE’s IT estate from detection through formal investigation to resolution / remediation. You will proactively monitor and manage system events (alerts, notifications and log data) generated by systems and appliances, removing extraneous and false-positives, and determining which system Events should be treated as Incidents. Trending and analysing data from system events will allow the visualisation of infrastructure and service performance with the aim of pre-empting incidents and problems, developing corrective action before the events causes an impact. Supporting the incident management process, the role will manage incidents coordinating 1st, 2nd and 3rd line teams to investigate, determine root causes and rectify. The role is very user/customer focused and you are expected to be mindful of the impact incidents and problems have on business processes and activity, and proactively resolving events before they impact the organisation.

IT Service Operations Manager

As Service Operations Manager you will be responsible for protecting HSE live services. You will support the Major Incident Management discipline following a service failure, restoring live service as quickly and safely as possible with the smallest possible business impact and ensuring communications are issued as appropriate. You report direct to the head of Service Operations and are accountable for service management across platforms and multiple channels to ensure availability, performance and process maturity across this landscape. You will work in partnership with teams across ITF, HSE partners and HSE colleagues to deliver a service seeking for operational excellence. You will be able to work using your own initiative, making decisions on service management issues, sometimes with limited information, or work within a team environment. You will have experience, or some understanding of service management and have a good understanding of incident; problem Event; Event change release and configuration management, and of how IT services are run within HSE.

This post does give you the option to work from any of the advertised HSE offices however, you will be working as part of a Bootle based team where you will need to develop knowledge and information management skills and experience, therefore Bootle will be your contracted office and weekly attendance into this office is required on average, 2-3 days every week. You should also be willing to travel to other HSE offices and various stakeholder locations as required.

Talent Attraction Lead

Within our Human Resources Division (HRD), we are looking to recruit a Talent Attraction Lead.

As Talent Attraction Lead you will play a critical role in the achievement of our recruitment priorities and will support the implementation of our Talent Attraction Strategy.

Offshore Fire Explosion and Risk Assessment Inspector

A key operational arm of HSE, Energy Division (ED) regulates the UK’s Offshore oil and gas industry, pipelines, mines, diving and renewable power generation. We employ around 140 professional engineers and scientists to do this. Respected internationally for our independent status and integrity, we have a long standing reputation for technical expertise which can be applied logically to deliver effective, proportionate solutions enabling hazardous situations to be managed safely. Offshore safety and the linked environmental protection remain high government priorities.

Fire Explosion and Risk Assessment is essential in the context of managing offshore major accident hazards, where failures can lead to catastrophic harm to workers and the environment. Energy Division has a front line team of Fire Explosion and Risk Assessment Specialist Inspectors who cooperate with colleagues to regulate companies undertaking offshore oil and gas operations or related activities.

You will become part of a team of technical specialists working to help improve safety across a wide range of activities within the UK offshore major hazard industries. You will provide Fire explosion and risk assessment support to IMT inspectors for both planned and reactive work. As part of the specialist team of inspectors you will also engage with a diverse range of stakeholders to keep up to date with new developments and to promulgate HSE expectations within the industry.

Counter Fraud Officer

We are looking for somebody ambitious who wants an opportunity that will help them take their career to the next stage. You will have lots of opportunity in this role to gain insight into how HSE works and to gain some excellent experience to support your career development.

As we seek to comply with the requirements of Government’s counter fraud functional standard in a proportionate way, we’ll be looking to be innovative but it’s also important that we work with other government bodies so we are aware of good practice elsewhere that we can use or emulate. This will include the newly established Public Sector Fraud Authority.

You will support HSE’s Counter Fraud lead to ensure HSE’s Counter fraud, bribery and corruption strategy remains fit for purpose, developing a framework of compliance and assurance checks. It is a ‘hands-on’ role that involves working with colleagues across the organisation and liaising with risk owners and Risk and Assurance functional leads and the wider business as we look to establish new ways of obtaining assurance that tell us whether the controls that mitigate risks of fraud, bribery and corruption are working. You will improve and embed the framework for delivering this and will have the opportunity to report to HSE’s most senior committees.

You will be required to attend our Bootle HQ, Redgrave Court, Merton road, Bootle L20 7HS approximately 2 days per month for team meetings.

Geospatial Data Technician

HSE’s Science Division is a world leading provider of health and safety solutions to industry and government. The scope of our work requires a diversity of talented individuals.

Our capabilities encompass a wide range of topics including: geographical, statistical and economic analysis; fire, explosion, process safety and engineering; occupational and environmental health; risk assessment; work environment; and specialist photographic and other analytical services.

We are looking for a Geospatial Data Technician to join our Data Management and Spatial Analysis Team (DMSA) in the Analysis and Data Group. This is an excellent opportunity to use your Geographical Information systems (GIS) skills to contribute to valuable operational and scientific projects, providing services and undertaking research and analysis to support HSE’s regulation and enforcement duties.

You will be part of a team of geospatial specialists and there will be opportunities to collaborate with scientific and technical experts across many other disciplines.

The team are based in our Buxton Office and you will be expected to attend the office on a reasonably regular basis. The rest of the DMSA team usually attend the office at least once a week.

Senior Risk Scientist

Within our Science Division (SD), we are looking to recruit 3 Senior Risk Scientists. This exciting opportunity will be based in the Science Division of the HSE. Science Division offers science and technical advice and support to HSE and commercial organisations. The scope of our work requires a diversity of talented individuals. Science Division employs around 360 people including scientists, engineers, economists, doctors, psychologists, social scientists, health professionals and other technical specialists.

We are looking to recruit a Senior Risk Scientist to join our Risk Team in the Risk and Human Factors Capability Group. The Team carries out a range of research and risk assessment work including:

– Emerging technologies relating to; alternative fuels (hydrogen, ammonia, batteries) for transport and heating, carbon capture and sequestration schemes, UK Space Industry, Nuclear Fusion, automation and artificial intelligence.

– High risk buildings and land use planning assessments around sites and pipelines storing and transporting hazardous substances,

– Supporting HSE in its regulatory functions at major hazard sites, COMAH safety Reports and Incident work.

– Providing technical training to commercial customers and partner organisations.

Support Technician

We are looking for 2 people to join our technical support team based in the Major Hazards Group of HSE’s Science Division.  The group carries out laboratory and large (outdoor) scale scientific tests and experiments for the HSE. These tests can be in relation to investigating the cause of industrial accidents that have occurred across the UK, a specific research topic or helping support the safe development of new technologies.  Much of this work is supporting the safe introduction of new fuel technologies, such as batteries or hydrogen for heat or transport.
