Digital Performance and Data Analyst

The key purpose of this role is to provide the best quality data and analytics to help with content design and to optimise the performance of our website and related digital services.

You will interpret and implement analytics data to ensure quality and accessibility standards are met, and continually deliver growth and improvements to the user experience for each digital channel.

At HSE, we offer hybrid working. The successful candidate will have the flexibility to work from home and their nearest HSE office. There will be a requirement to travel to Bootle one day a week (or when required). Economic/Regulatory Analyst

The Health and Safety Executive is recruiting an experienced Economic/Regulatory Analyst to join our Socioeconomic Analysis Team within the Chemicals Regulation Division.

The Socioeconomic Analysis Team is responsible for providing high-quality advice and analysis to ensure that chemicals are regulated in line with legislative requirements and safety standards.

You will work in areas such as regulatory science, impact assessment and cost benefit analysis, collaborating with scientists, policy advisors, and operational delivery teams on regulatory issues related to chemicals. Your primary tasks will be related to assessing and scrutinising the socioeconomic impact of proposals to regulate chemicals under the new UK Chemicals Regime (UK REACH). The scale and scope of questions that the analyst may have to deal with will vary, but will primarily be related to the costs and benefits of chemicals regulation and the technical and economic feasibility of alternatives and substitution of chemicals of concern.

You will be expected to explain your decisions internally and externally, to Expert Committees, other government departments and relevant stakeholders. You will have experience of applying economic thinking to complex situations and developing analysis to address policy questions. This will include writing technical reports and communicating complex analysis effectively and clearly to stakeholders, as well as developing an understanding of the relevant science and legislation related to chemicals and regulatory decision making. Procurement Officer

The Health and Safety Executive is recruiting a Procurement Officer to join our Planning, Finance and Procurement Division.

As a Procurement Officer, you will be operating within the fast paced environment of the Procurement Division. The Procurement Unit aims to provide commercial focus in the procurement service we provide to the organisation and to implement a more consistent approach. We manage strategically important contracts in accordance with the Government Commercial Function principles, to help us meet the challenges we face, as well as supporting the business in delivering its regulatory and commercial functions.

Responsibilities

  • Process requests for goods and services into requisitions ensuring that relevant spending controls, approvals and processes have been adhered to, in accordance with Procurement Regulations;
  • Provide support to Science Directorate in relation to its sales/ commercial contracting opportunities – depending upon location, occasional travel to Buxton, Derbyshire may be required;
  • Provide support for the Procure-to-pay (P2P) process, including undertaking goods received action, invoicing, payment form processing and general queries;
  • Provide ad-hoc administrative support to Head of Procurement as required;
  • Providing general advice on P2P, suppliers and processes in place;
  • Undertake Records Administrator role for the Unit.

Qualifications

You will ideally be a member of the Chartered Institute of Personnel and Development (CIPD) or have an extensive and demonstrable HR experience in a comparable senior role and be willing to work towards CIPD membership.

Location

Pesticides Enforcement Officer

The Health and Safety Executive is recruiting an experienced Pesticides Enforcement Officer to join our Enforcement Team within the Chemicals Regulation Division.

This is a frontline role where you will need to be able to influence duty holders, identify material breaches of regulations, act to remedy breaches and check compliance with duties defined in a range of chemicals regulations. You will work closely with CRD inspectors to gather evidence for prosecutions and to serve enforcement notices. You will also be expected to work independently upon demonstration of the required competencies.

You will be required to undertake a combination of proactive and reactive duties, including involvement in investigations; and there will be a need to acquire an understanding and knowledge of relevant operational procedures.

This role will provide you with significant opportunities to develop knowledge of enforcement practice and policy and working collaboratively with a range of internal and external partners and stakeholders.

The role of a Pesticides Enforcement Officer (PEO) will continue to evolve and you will need to remain flexible to adapt to new challenges as the Enforcement Team grows, including developing new online investigation tools and techniques; and prepare for the major changes required to implement under the Official Controls Regulation 2017/625, a programme of controls at GB operators.

Radiation Specialist Inspector

Our Radiation Specialists help to ensure employers in Great Britain work safely with radiation across a range of sectors (e.g. industrial, medical, oil and gas).  In this role, you can utilise your considerable scientific technical knowledge and practical experience to influence not only individual employers but whole industries and sectors.

Working as part of a unique national specialist team, you will carry out your own inspections and investigations, taking enforcement where necessary, including the serving of notices and completion of prosecution reports.  You will also provide specialist support to other parts of HSE.

We are looking for high calibre specialists who have:

  • Professional experience in radiation protection at a senior level
  • Experience of providing advice on compliance with the Ionising Radiations Regulations, and ideally the Radiation (Emergency Preparedness and Public Information) Regulations, to a range of duty holders in different sectors, for example by acting as an individual RPA or as part of an RPA body.

Please note the post can be based at any of the advertised HSE locations however, as this is a national role and HSE regulates sites across the whole of Great Britain, you will be expected to regularly spend short periods working away from home which will include overnight stays. Independent Members: HSE’s Science Quality Assurance Group (SQAG)

4-year appointment starting in January 2023

Location: England, Wales, Scotland
Remuneration: £4800 (honorarium payment) plus reimbursement of reasonable travel expenses.

HSE is looking for  experienced scientists ,engineers and analysts to be members of a new Science Quality Assurance Group which will provide the HSE Board, Chief Executive and Chief Scientific Adviser with independent and objective assurance on the relevance and quality of the science, engineering and evidence produced across HSE which is commissioned and delivered in support of HSE’s strategy and plans. This Group will provide an assurance function, and it will have no decision-making powers.

We would welcome applications from people who have substantial expertise in areas relevant to the breadth of HSE research and who show the ability to work across a wide range of relevant scientific disciplines. This experience could include industrial, academic, government or other sectors as long as it includes activities related to applied research in an interdisciplinary environment.

It is anticipated that this role would involve a maximum of 8 days- worth of effort per year. Each independent member is expected to prepare for and attend a minimum of 2 full group meetings each year. The HSE Chair, HSE Board or the Accounting Officer (AO) may ask the SQAG Chair to convene further meetings to discuss particular issues on which they want the Group’s assurance.

 

Each Independent Member will also be a subgroup member and will undertake at least one “deep dive” each year; this will be an intensive review of the science relating to a particular area. The deep dive may include a range of activities such as presentations of research by HSE’s scientists, engineers and analysts, assessment of reports, papers and abstracts, visits to research facilities and discussions with HSE scientists and their leadership teams. Each deep dive will have a member of the subgroup nominated by the Chair to be the leader for the deep dive. Each deep dive will take up to three days to complete.

Meetings will be held face-to-face, with the option for some hybrid meetings depending on the nature of the discussions.

Head of Financial Accounting and Reporting

The Head of Financial Reporting and Accounting will be a key member of HSE’s Finance team and will represent HSE in cross-government initiatives. There will also be opportunities to contribute to pan-HSE projects as part of multi-disciplinary teams.
