Policy Advisor

The post is within the Health and Work Branch (HWB) of Engagement and Policy Division (EPD) on the Work Related Stress and Mental Health Team (WRS and MHT). HSE’s ten-year strategy: Protecting People and Places has an objective to reduce work-related ill health, with a specific focus on mental health and stress and the work of the WRS and MH Team will support this.

Policy makers in EPD are at the heart of how HSE reduces risk and protects people in the workplace – it leads on HSE’s communications and business insight interventions and helps shape our policy and frontline inspection interventions. The strength of EPD is our ability to bring to bear our collective capability on policy, operational strategy, insight and communications, to support HSE’s prevention mission on such important issues as promoting proportionality in health and safety management and our better regulation work.

You might be expected to travel to meetings with stakeholders in the UK to build and maintain these relationships. This may sometimes be at short notice and involve occasional overnight stays, with the potential for some, optional, international travel.

Senior Project Manager

Within our Science Division (SD) we are looking to recruit a Senior Project Manager.

As an experienced Senior Project Manager within the group’s project management function, you will need a background in project management at a senior level, leading complex high risk projects throughout the whole project lifecycle.

Based at our Science Division in the Derbyshire Peak district, you will be Project Manager on a portfolio of complex/high risk science and engineering projects related to Health and Safety. The projects are predominantly for external clients and include elements of design, build, manufacture, commissioning and testing, generally using waterfall methodology.

You will bring experience of managing and delivering high risk complex projects at pace and have an in depth understanding of planning and project management tools and techniques.

You will have great stakeholder management and interpersonal skills, be articulate, credible, able to build and influence collaborative relations at all levels. You are a team player who naturally brings people together to achieve the desired outcomes and you strive to balance the needs of all. You demonstrate a high degree of personal resilience, with the ability to excel under ambiguous and ever-changing situations.

Capacity Management Support Analyst

Core to all of HSE’s work is the data, information and knowledge that we have gathered and developed, and which is used to support our field force of inspectors, scientists and policy makers. Information Technology plays a vital role in assuring that HSE staff have the right information, in the right place and at the right time.

HSE are looking for someone who will manage the capacity of HSE’s IT estate, coordinating all performance monitoring and forecasting to ensure that the IT estate has sufficient capacity for the number of users, applications and business activities in its change programmes and workforce plans.

Someone who will coordinate the production and analysis of business, service and component capacity reporting and will develop a comprehensive suite of organisational reports that can support the IT strategy and proactive change activity.

Actively engage with senior stakeholders to ensure that the needs of the business are accommodated by the IT estate.

IT Service Availability Analyst

Inherent in this critical assurance activity, is a requirement to ensure that all service designs and contracts appropriately captures the business’ need for availability. Having articulated the requirement for availability, this role will monitor system and service performance to ensure that the requirements are met and tested. Engaging with senior stakeholders to determine the requirement and to review performance against the requirement, this role will conduct analysis into availability failure determining root causes and working with the capacity manager and problem manager to provide mitigations and remedial changes.

Assistant Finance & Planning Business Partner

This is an exciting opportunity for an Assistant Finance & Planning Business Partner to join HSE. You will provide support to a Divisional Business Partner, ensuring the Divisional Director and senior managers receive expert advice on all matters finance, planning, business performance and business risk to inform effective decision making on strategic direction of the  division.

You will support the Chemicals Regulation Division (CRD) within HSE who are currently undergoing significant expansion in a post-EU environment employing c.400 regulators, inspectors, scientists and administrative colleagues. The division’s primary role is to deliver regulatory schemes intended to protect the health of people and the environment, balancing the economic and social benefits that chemicals offer to society and helping to ensure the safe and sustainable use of chemicals. To achieve this, CRD works closely with small and large businesses, and key stakeholders, ranging from industry bodies and multi-national chemical businesses, other government departments (in particular Defra) and other regulators across Europe and internationally.

Specifically, CRD regulates pesticides, biocides, industrial and consumer chemicals, detergents and the export and import of dangerous chemicals. Additionally, through intervention in the supply chain we seek to prevent the adverse effects of chemicals on people and the environment.

Whilst predominantly a role in Financial Management and planning, the role provides additional scope requiring proactive identification and management of business risk, opportunities and analysis of operational performance to inform Director and senior leader decision making.

Performance and Compliance Manager

Enforcement Lawyer

Within our Legal Services Division (LSD) we are looking to recruit a number of Senior Enforcement Lawyers.

The role of Enforcement Lawyer is a key one which will contribute directly to public confidence, both in HSE and in the wider justice system. This is an exciting opportunity to join a new and vibrant legal team, whilst dealing with some of the most complex and significant prosecutions in this area of regulatory law which, put simply, helps to save lives.

You will be either a qualified Barrister or Solicitor. You will have good knowledge and experience of criminal law and practice, preferably with some experience of prosecuting. Knowledge of health and safety law or experience in another regulatory environment will be an advantage but are not essential. Experience of instructing external legal providers and experts is also desirable, although not essential.

Person specification

• Handle your own caseload of criminal prosecutions, including some more complex and challenging cases, providing advice on investigations, making the decision to institute proceedings and managing any resulting court proceedings.
• Deal with appeals (in the Employment Tribunal) against enforcement notices issued by HSE Inspectors.
• Conduct Inquest work and liaising with Coroners and other regulators under the Work Related Death Protocol.
• Provide legal advice to the organisation on a wide range of topics, including operational and policy issues as the team expands.
• Deliver legal training to HSE’s inspectors and provide written legal guidance.
• As required, participating in Future Public Inquiry and Building Safety Regulator work.
• As required, handle and advise upon Civil Disclosure Orders and Freedom of Information requests.

Capability Team Lead/Project Management Technical Lead

Within our Science Division (SD) we are looking to recruit a Capability Team Lead/Project Management Technical Lead.

As a Capability Team Lead/Technical Project Management Lead within the group’s project management function, you will need a background in project management at a senior level, and team/people management.

You will have overall management responsibility for one team, comprising approximately 12 Project Managers. In addition to providing direct line management within the team, you will be required to manage day to day operations of the team and professional project management development, working closely with other team leads within the group.

You will have responsibility for overseeing performance, attendance, project management development, and wellbeing of the teams. You will need to engage with technical team leaders, other capability team leaders, commercial managers, and our Chief Scientific Advisers Office to ensure that projects are properly resourced and appropriately scheduled.
