Fire Scientist/Engineer

The Science Division (SD) of  the Health and Safety Executive (HSE) are looking for an experienced scientist or engineer, to take a senior role in our Fire Safety Team within the Major Hazards Group. The teams main focus is supporting HSE understand a variety of combustion related topics, through the delivery of theoretical and practical research (lab and large scale). Outputs are used to develop evidence based policy and guidance.

We are looking for an experienced scientist or engineer to represent HSE’s Science Division in a number of fire related matters. You will have a solid understanding of the science underpinning fire studies and have the ability to apply this to a number of industrial sectors and research topics. As an excellent communicator, you will have the ability to convey scientific information to a variety of audiences and represent HSE/Science Division at senior level. The role will require the production of high quality written material from detailed scientific reports or peer reviewed publications, through to training guides or presentations. You will also have the opportunity to technically review the work of others.

As part of the Fire Safety team you will contribute to work of the wider Major Hazards Group. This includes projects concerning the safe development of new energy technologies and achieving safe net zero, primarily hydrogen for heat & transport and battery technologies. Several of the larger ongoing projects are high profile collaborations with other scientific organisations/government departments, which offers opportunity to publish work and present at conferences, as well as giving you opportunity to collaborate with technical experts across many other disciplines, including material scientists, risk experts, modellers and human factors specialists.

Invoicing and Debt Recovery Assistant

We are recruiting for a member of our Science Division Invoicing and Debt Recovery Team which is part of HSE’s Planning, Finance and Procurement Division (PFPD). This is a personal performance role and we are looking for someone with good organisational and communication skills.

This is an exciting opportunity to work in HSE’s central finance division in the production of HSE’s invoices for the various billing regimes. It includes working closely with colleagues involved in the various scientific and commercial functions to ensure customer invoices are raised accurately and efficiently, treasury management action is taken in a timely manner and debts are chased in accordance with HSE’s Debt Strategy. You will be required to build strong relationships with internal colleagues and work collaboratively with our shared service provider. The team are committed to continuously improving internal and business processes.

Please note that this post, will require regular attendance at the Buxton office at least once a week and as required for team meetings, coaching and other business support activities.

Responsibilities

  • Raising invoices/ credit notes for the various billing regimes within HSE’s Science Division.
  • Dealing with customer queries by email and telephone in relation to invoices and payments. This will involve liaising internally with colleagues, externally with customers and our Shared Service provider, handling effective communications to resolve debt issues and escalating appropriately.
  • Providing invoicing and payment advice and guidance to colleagues across the laboratory and wider HSE, including information on customer non payment
  • Undertaking checks and corrective action on invoice allocation reports supplied by our Shared Service provider
  • General maintenance of data on HSE IT systems to ensure customer and reference data is created, maintained, updated as and when necessary.
  • Dealing with adhoc tasks within the team as when required, such as queries from National Audit Office (NAO) and other team tasks

Finance Business Partner

As a Finance Business Partner you will be a trusted advisor to senior managers, providing support and challenge to one or more divisional Senior Leadership Teams on behalf of the Director of Finance. You will report directly through to one of HSE’s Assistant Directors of Finance and depending on the specific role, you will lead a team comprising one or more assistant Business Partners.

As a senior member of the HSE finance and planning community you will bring strong technical skills combined with wider business experience and a sound understanding of the ‘bigger picture’ within Government Finance. The roles include contributing positively to HSE’s overall performance and seeking business improvements in how we deliver our objectives.

This role involves providing proactive expert advice to the Division in relation to its financial performance and contributing to HSE’s corporate financial strategy as a key member of the senior finance team. This includes the following:

  • Working across HSE to increase financial capability and ensure that senior leaders understand and are challenged about their use of resources to meet business objectives.
  • Developing realistic budgets for the division which are based on operational plans and ensure that all resource needs are identified. This requires a sound understanding of relevant guidance including Managing Public Money and Consolidated Budgeting Guidance.
  • Developing forecasts which highlight significant financial risks and opportunities early and provide advice to ensure that risks and opportunities are fully understood so that mitigating decisions are taken.
  • Providing expert analysis of Divisional performance, providing well-articulated, evidenced explanations for performance levels and details of agreed corrective actions.
  • Ensuring that financial and performance reports to senior management highlight key insights in a meaningful and understandable way.
  • Contributing to development of business cases and track and report delivery of planned financial costs and benefits.
  • Providing expert advice to the division in relation to business planning.

Person specification

  •  A confident communicator who is comfortable challenging senior business leaders.

  • A proven ability to work with senior financial and non-financial colleagues to deliver improved performance, underpinned by excellent written and oral communication skills and the ability to present information clearly to senior audiences.

Senior Human Factors/Ergonomics Specialist

What will the successful candidate be doing?

Following a period of supported on-boarding your role will involve:

  • Leading technical contributions to projects related to the human factors discipline and demonstrating high professional standards in science and application of research methods, including constructively challenging existing approaches. This may involve taking on a role as a technical lead on a topic from within the discipline.
  • Leading technical contributions to incident investigations as required (following a period of training and support), working with other agencies such as the police and attending the incident site if appropriate. This will involve travel, sometimes at short notice and can lead to presenting evidence in court.
  • Providing expert advice to a range of internal and external stakeholders on key industrial human factors issues including:
    • human factors in design;
    • managing human performance through identifying / managing potential performance influencing factors;
    • understanding of human errors and how to mitigate their occurrence or effects;
    • management of fatigue and shift work;
    • staffing levels and workload (including effects of automation);
    • safety critical communications;
  • Writing high quality, reports that are suitable to be made available to the public (when appropriate), used by policy colleagues, shared with industry or as evidence in legal proceedings.

The Principal Subject Matter Expert in Building Control will represent the Regulation of the Building Control Profession unit internally and externally as required at relevant meetings, committees and panels.
