In this role you will focus on the evaluation of data on the physical and chemical properties, the analytical methods and consumer risk assessment of active substances and products. The evaluations will include residues data for both pesticides and biocide active substances, methods of analysis, plant and animal metabolism data and residues in food and feed to carry out consumer dietary exposure assessments and set MRLs (Maximum Residue Levels).

You will help manage the work within the team including new requirements gained as a result of leaving the EU. Specific to the MRL role another key aspect will be to contribute to the establishment of an MRL review programme for Great Britain to ensure that all MRLs are supported by appropriate data and are safe for UK consumers.

As a senior regulatory chemist, you will mentor and support members of the team, provide peer review of work, lead on specific technical aspects, and provide advice to specialist and policy colleagues and wider stakeholders. There will also be opportunities for you to lead for HSE on national and global activities, to ensure we keep pace with new and emerging issues.

Job description

To lead a Scientific team, securing external input where required, to meet Chemicals Regulation Divisions regulatory and scientific commitments relating to the evaluation of the chemistry (physical and chemical properties and analytical methods) of substances used in pesticides and biocides.

There will be the expectation that the post holder will also personally contribute to evaluation work, including undertaking quality assurance for chemistry evaluations. The post holder will also be expected to participate in national and international meetings, conferences, and events. At the national level there will be liaison with industry stakeholders and with colleagues from within CRD and other government departments.

The post will require regular travel between the two offices in Bootle and York and there may be some international travel.

This is a Scientific Team Leader role, available with the option for flexible working arrangements.

HSE has adopted hybrid working which allows us all to work both in the office and at home and we will provide you with the necessary equipment to support you when working from home. However, please note that this post is an office-based role; it is not a remote location-based or home worker post.   • To jointly lead a large team of scientists undertaking desk-based assessments of chemistry and chemical residues data.

Project Management Technical Team Lead

The Health and Safety Executive’s (HSE) Projects, Performance and Compliance Group provide project management support to ensure effective planning and delivery of all project-based work within Science Division. This includes approximately £14m of externally funded work, internal research projects and all incident investigation projects supported by HSE’s Science Division.

As a project management technical lead within the group’s project management function, you will need a background in project management at a senior level, and operational management.

Cloud Infrastructure and Environments Manager

Core to all HSE’s work is the data, information and knowledge that we have gathered and developed, and which is used to support our field force of inspectors, scientists and policy makers. Information Technology plays a vital role in assuring that HSE staff have the right information, in the right place and at the right time.

HSE is now developing on a roadmap to replace its core business systems. Major digital services programmes are underway, operating with the guidance of the Government Digital Service’s service manual and TCOP, to redesign how HSE delivers its work and how new technologies can improve operational processes. Collaboration and IoT are integral to HSE’s future, supporting remote inspections and compliance monitoring.

HSE’s Development Operations (DevOps) Engineering teams, comprising both internal and outsourced capabilities, delivers support to major digital and technology services change programmes transforming HSE, and implement continuous improvement (CI) and continuous deployment (CD) for services once live. The team will design, establish and operate the processes, architectures, and services that will deliver all of HSE digital and technology services. The team will ensure that new cloud-based technologies are secure by design and remain secure during operations, protecting HSE’s data and users from cyber-attack and unauthorised loss.

Job description
As Cloud Infrastructure and Environments Manager you will provide the leadership and management around the demand and controls of HSE’s Microsoft Azure and Dynamics 365 production and non-production IT environments.

In supporting both change and service delivery, you will develop and implement governance, processes, and tools to improve the quality of the environments management service to support HSE’s digital programmes and projects.

This is a 2 year Fixed Term Appointment with the possibility of becoming permanent subject to programme funding.

Key Responsibilities

Develop and implement appropriate governance for environment management for Azure and Dynamics 365
Work with digital programme teams to understand their requirements for environments (including all Azure and Dynamics pre-production and production environments)
Maintain an accurate centralised schedule of the status of all environments
Ensure that environment build processes, including architecture designs and security requirements, are understood, documented and implemented
Plan, develop and co-ordinate releases to the various environments, ensuring that risk is kept to a minimum
Drive reusability, scalability, and maintainability into the Environments management framework
Create and maintain schedules for availability of various environment to optimise cost and utilisation
Review the programme plans to ensure the IT Environments can meet demand and highlight any risks to relevant stakeholders if necessary
You are required to work a 37 hours based on an 5 day working week of 7.4 hours day. The working week is between 07:00and 19:00 Monday to Saturday. As far as possible your Line Manager will agree your working pattern(s) with you including any Saturday working however, there will be times when you are required to work additional hours and/or a late shift or at a weekend to accommodate operational needs or unplanned events. Where it is necessary for operational reasons to vary from your ‘normal’ working pattern(s) you will be notified by your manager in advance.

Required to be on an on-call rota.

REACH Independent Scientific Expert Pool (RISEP)

Experts in chemical risk assessment and socioeconomic analysis are invited to join our new

REACH Independent Scientific Expert Pool (RISEP).

The work of the RISEP experts that advise the Agency will help to ensure that its advice to the UK Government and Devolved Administrations is always based on the best and most recent scientific evidence. RISEP is being established as a multidisciplinary pool of individual experts in chemical risk assessment and socioeconomic analysis to support the UK Agency in developing its scientific opinions by providing independent challenge, as well as supplementary experience, knowledge and skills. This is an exciting opportunity to be actively involved in the provision of scientific advice and expertise in the regulation and management of chemicals under the new UK regime – UK REACH.

About the role

We are seeking highly capable and motivated scientific and technical experts to provide independent advice, challenge and peer review in the formation of opinions by the UK Agency.

You will provide independent expert advice and scrutiny related to the hazards and risks of substances to human health and the environment, as well as the socioeconomic impact of possible regulatory action on chemicals. Your work will contribute directly to ensuring a high level of protection of human health and the environment, through effective, evidence-based regulation of chemicals.

Together with scientific experts from the Health and Safety Executive and other government agencies, experts from RISEP will help to prepare and review the scientific opinions of the UK Agency on Applications for Authorisation, as well as proposals for Restriction of substances.

We are seeking a number of experts to join our new REACH Independent Scientific Expert Pool.

Experts are required from the following scientific fields:

  • Environmental risk assessment;
  • Human health toxicology;
  • Human health exposure and control;
  • Chemistry/regulatory science;
  • Economics/impact assessment.

Appointments to RISEP are made strictly on merit by a fair and open process, taking account of equality and diversity.

Experts from RISEP are entitled to claim daily fees (£400 per day) for the time they spend on RISEP business. This covers any work undertaken, including preparation and attendance at meetings. All fees paid are taxable. Reasonable travel and subsistence costs are separately reimbursed on presentation of receipts, in accordance with HSE’s normal rules, up to a specified limit.

Candidates will be required to declare any interests that may be relevant to the work of RISEP, as well as political activities. Interests of appointed experts, along with their names will be published.
