Offshore Electrical & Control Systems Engineer – Control & Instrumentation and Cyber Security

Our Offshore Electrical, Control & Instrumentation engineers help to ensure employers in the offshore oil & gas sector – and associated essential industries – work safely. Key Responsibilities

For this particular EC&I role, we are looking for a professional with a bias towards control & instrumentation systems and cyber security in the offshore oil and gas or petrochemical process industry, who has the knowledge and understanding of the design, installation, operation and maintenance of control & instrumentation systems to achieve and maintain safety in the offshore oil and gas environment.  Additional responsibilities also include addressing the Network and Information Systems regulation in relation to assuring continuity of essential services for applicable Offshore Oil & Gas Installations.

As part of the overall responsibilities of the role, you will carry out the full range of duties of an HSE Specialist Inspector including:

  • Assessment of safety cases drawing conclusions on the adequacy of the demonstration, raising issues, or considering future inspection work.
  • Investigations of incidents or complaints as part of a multi-discipline team dealing with enforcement or supporting others as necessary on technical aspects.
  • Inspections (on/offshore) as part of a multi-discipline team, completing reports and issuing different levels of enforcement depending on the risk present.
  • Electrical, Control & Instrumentation based inspections covering topics such as; Functional Safety Management, EX Equipment, Fire & Gas systems, Process Control & ESD systems etc.
  • Cyber Security Inspections for both the NIS regulations and Major Hazard risks.

Specialist Inspector – Offshore Human Factors

Energy Division has a front-line team of Human Factors Specialist Inspectors who are primarily involved with regulating Offshore Oil and Gas Installations. Over time it is anticipated there will be an increasing amount of NetZero related work (e.g. carbon capture and storage and floating wind turbines).

Key Responsibilities

  • Assessment of safety cases drawing conclusions as a subject matter expert on the adequacy of the demonstration, raising issues, or considering future inspection work. Human Factors topic discipline involvement includes assessment of risk assessment of HF aspects of major hazard risk identification and risk control; design of interfaces, control systems, control rooms and other safety critical equipment and management systems relating to ensuring reliable human behaviour.
  • Investigations of incidents or complaints as a Human Factors topic specialist in a multi-disciplinary investigation team dealing with evidence gathering, enforcement, prosecutions and supporting others as necessary on technical aspects to ensure lessons are learned; recurrence is prevented and justice is delivered.
  • Inspections (both onshore and offshore) as part of a multi-discipline team, to identify risk and underlying issues and make judgements about the adequacy of control measures, completing reports and issuing different levels of enforcement depending on the risk present.
  • Provision of expert advice on health and safety matters associated with Human Factors within Energy Division, HSE, industry and other relevant stakeholders.

Pipeline Engineering Specialist

Offshore Process Engineering Specialist Inspector

As a process engineering inspector, you will be involved with regulating offshore oil and gas operations and related activities with a particular focus on addressing the potential major accident hazards in relation to the process plant.  In this frontline role, you can influence not only individual organisations but the sector as a whole.

  • Assessment of safety cases drawing conclusions on the adequacy of the demonstration, raising issues, or considering future inspection work.
  • Investigations of incidents (including hydrocarbon releases) or complaints as part of a multi-discipline team dealing with enforcement or supporting others as necessary on technical aspects.
  • Inspections (on/offshore) as part of a multi-discipline team, completing reports and issuing different levels of enforcement depending on the risk present.
  • Preparation of technical reports / expert evidence for various levels of legal proceedings.
  • Provision of expert advice on health and safety matters associated with Process Engineering / Process Safety within Energy Division, HSE, industry and other relevant stakeholders.
  • Make technical contributions to the development of industry standards and guidance.
  • Participate in industry working groups and wider sector engagement.

Specialist Inspector – Human Factors Engineering

Job description

Key Responsibilities;

  • Undertake HF inspections, applying your experience and knowledge to identify risk and underlying issues on site, enabling you to make effective decisions on the adequacy of existing control measures. You will have the opportunity to persuade, influence and enforce at all levels to achieve compliance with the law.
  • Assess the adequacy of safety reports for upper tier COMAH sites, both for new sites and where modifications to a site are planned.
  • Play an integral part of investigation teams working across industry to seek out accident and incident root causes and identify recommendations to ensure that lessons are learned.
  • Act as an expert witness, giving your specialist opinion on HF aspects of accidents and incidents.

Specialist Training Programme (STP)

Case Manager

CRD’s Interventions Unit deals with the enforcement of chemical supply duties relating to REACH, Plant Protection Products (PPP) legislation, Biocidal Products, Classification Labelling and Packaging and the export of chemicals controlled by Prior Informed Consent (PIC) legislation.

This role is a frontline Band 5 Case Manager in the Interventions Unit, in which you will support other frontline staff, such as CRD Inspectors, Case Management Team colleagues and Pesticides Enforcement Officers. There is a need to acquire understanding and knowledge of relevant operational procedures. Depending on progression within the team and previous experience, you may have the opportunity to take on frontline investigatory work, in which you will directly influence external stakeholders.
