Research and Insight Advisors

Within our Engagement and Policy Division (EPD), we have two roles available in the Applied Analysis and Insight Group (AAIG).

As a Research and Insight Advisor you will work closely with: AAIG colleagues in the design, management, delivery and application of research and insight projects; Policy, Operations, Intervention Design and Communications colleagues across EPD, where AAIG is based, and; colleagues across the rest of HSE including, specialists in science, chemicals and high-rise residential buildings.

You will have the curiosity and rigor necessary to get to grips quickly with new subjects and to understand not just the technical and legal aspects but the implications for HSE, to demonstrate your analyses are well-informed and authoritative but also to ensure your findings and proposals have influence and impact.

Key Responsibilities:

  • Understanding prioritised business needs and issues; creating an evidence base on those we seek to influence and support; and ensuring that this understanding influences HSE decision making.
  • Conducting market, social and behavioural research focused on HSE’s external audiences (e.g. workers, employers, stakeholders and residents) through secondary and primary research, using qualitative, quantitative and mixed methods. Research will be delivered both in-house and through managing external research agencies.
  • Undertaking internally focused research, analysis and insight of HSE’s operations and delivery.
  • Generating actionable research findings and insights, and applying them to the design and/or improvement of HSE’s strategy, policy, products, operations, services and communications.

Registered Building Inspector

We are seeking 4 Class 3 (H) qualified Building Control Professionals to join BSR and help shape the future of building practice in England by providing direct support to our Multi-Disciplinary Teams (MDTs) to ensure regulatory decisions are technically robust and proportionate.

You will providing specialist advice to MDTs reviewing (and peer rewiring) building control applications.

Support regulatory and policy teams interpretation of the Building Regulations 2010.

This post requires detailed knowledge of technical matters but also capacity to work within the broader policy and political context of Government. Candidates will be good communicators, able to present technical issues clearly and succinctly and to represent the BSR with other departments, industry and standards making bodies.

Roles will work on the main Building Control team and innovation team.

Team Leader – Operational Excellence

This role requires you to drive optimum performance and oversee customer experience activity throughout the department. To maximise and improve the handling of our official correspondence, appeals and FOI requests working with the Head of Operational Excellence, Operations Managers and our Regulatory support functions.

Effective performance management and assurance is an ongoing activity and an integral part of leadership and management.  Performance management and assurance is a collection of processes and behaviours for adoption by everyone in the team and is more than the monitoring of key performance indicators. It braces all activities that are designed to support the effective delivery of our services. A key element of that relates to our appeals and complaints process, this role will look beyond reactive responses and support the creation and delivery of a robust framework that delivers the right outcome first time. It will look to reduce double handling effort and create efficiencies in our end to end process. This role will implement and maintain a collaborative working relationship with our regulatory support colleagues to ensure that the appropriate process and behaviours are in place and embedded to effectively manage and optimise performance and assurance across our Customer Service functions. This includes:

  • Embed a high adherence to process culture across Customer Service
  • Support the Head of Operational Excellence in root causing appeals and complaints.
  • Support the Head of Customer Services in effective internal and external key targets and performance indicators
  • Support the front and back office staff with regulatory insight assurance.
  • Manage robust data quality processes
  • Ensure effective monitoring, evaluation and review of performance management processes and activities
  • The collection, analysis and utilisation of data and information to track and manage performance, and drive improvements across the service

Operational Performance and Planning Team Member

The Operational Performance and Planning Team (OPPT) works at the heart of CRD’s corporate support unit. The team is responsible for developing detailed business plans that capture the aims and priorities for CRD’s key regulatory activities. The team is also responsible for negotiating and agreeing detailed work programmes that reflect agreements and priorities for a range of activities that are funded by other government departments. The team also ensures that we have the right information and evidence to demonstrate that CRD continues to deliver its commitments and continues to meet the expectations of internal and external stakeholders.

In this role, you will support the implementation of, and continually refine a performance and delivery monitoring framework aimed at demonstrating the division is working efficiently, highlighting potential inefficiency, and provide reports to the divisional management team to support the creation of performance culture. Your success will enable CRD to measure its performance against programme and strategic objectives, delivering in line with the reporting requirements to the appropriate internal and external governance boards and other stakeholders.

This role provides an excellent development opportunity to gain depth and breath of knowledge and understanding of divisional and HSE performance reporting and monitoring, supporting the wider leadership community and exposure to senior leaders.

Senior Communication Manager

We are looking for experienced Senior Communications Managers to join our team and play a pivotal role in setting and delivering the communication Strategy for HSE and Building Safety Division (BSD) making a positive impact in citizens lives and working across HSE and  (BSD) campaigns and media in a fast paced and collaborative environment.

This high-profile position requires you to be comfortable working independently and using your own initiative across a variety of communications disciplines, selecting the most effective methods based on audience needs and deliver impactful messages to diverse audiences across different platforms.

We’re seeking someone who is not only well-organised and proactive, but also passionate about shaping the narrative and communicating with clarity and purpose who can:

  • Plan and develop campaigns creating suites of on and offline content to promote health and safety and building safety campaigns.
  • Produce high quality written content from complex, technical information for a range of different channels, stakeholders and audiences.
  • Convert complex information including insight and data into ambitious and effective communication outcomes to meet audience needs.
  • Work across multiple disciplined teams agreeing campaign objectives and facilitating delivery to agreed timescales, supporting the external communications team where needed.
  • Embed the principles of strong strategic communications and good practice, including evaluation and the use of communication grids across HSE.
  • Manage proactive and reactive media relations when required.
  • Reach target audiences through translating complex policy into clear and concise messages, facilitating delivery across multi-disciplined teams to an agreed timescale.

  • Conduct media monitoring, logging and evaluation and provide high level briefing for the senior leadership team.

Data Architect

HSE’s Information Technology Services (ITS) are looking to welcome a Data Architect to join the Enterprise Architecture (EA) Team.

You will lead the Data Architecture domain within the EA Team, who are responsible for defining and executing technology strategy, and also for directing, designing, and assuring the delivery of new IT Solutions within HSE.

This is a very exciting time to join HSE. A series of new change programmes are mobilised to deliver new Digital IT solutions that will replace legacy systems and improve processes. As a Data Architect, you will play a crucial role in ensuring robust data foundations are in place to help deliver our strategic intent and the delivery of new data services and technologies.

Case Officer

The Case Officer role is vitally important to the effectiveness of the Building Safety Division (BSD) within the Health and Safety Executive (HSE), by ensuring the safety of residents in communities by managing cases effectively through coordination of internal and external partners and ensuring all stages of the assessment process are followed.

Head of Operations

There are three Head of Operation posts being advertised in this campaign.

The Head of Operations – Building Control will join an already existing function responsible for assessing and approving gateway two and gateway three building applications. Once onboarded, the Building Control function will be split between new build applications and refurbishment applications. The post is permanent.

The Head of Intelligence and Investigations Unit (IIU) will be responsible for the team that takes the lead in criminal investigations for non-compliance of building safety matters. The post is permanent.

The Head of Remediation Enforcement Unit (REU) will lead the team responsible for taking enforcement action against those who are not undertaking cladding remediation, in line with the Deputy Prime Minister’s target for these to be undertaken by 2029. This role is initially appointed for 6 months, with the possibility of the role being made permanent subject to funding.

Specialist Inspector – Human Factors Engineering

Within Chemical, Explosives and Microbiological Hazards Division (CEMHD), Human Factors (HF) Specialists ensure employers across Great Britain work safely, protecting people and places. In this role, you can utilise your technical HF knowledge and experience to influence not only individual employers but whole industry sectors – you get the reward of making a difference and doing work that actually saves lives.

Although the core part of your work will be in regulating onshore major hazards industries, such as chemicals and explosives the role will also allow you to apply your skills across a diverse range of industries including manufacturing and utilities, as well as new technologies, gig economy and net zero projects.

The role will give you the chance to collaborate with technical specialists from multiple other disciplines, e.g., mechanical engineering and process safety, allowing you ample opportunities for continuous professional development in a diverse and stimulating environment.

The role of Specialist Inspector in HF will allow you to:

  • Undertake HF inspections, applying your experience and knowledge to identify risk and underlying issues on site, enabling you to make effective decisions on the adequacy of existing control measures. You will have the opportunity to persuade, influence and enforce at all levels to achieve compliance with the law.
  • Assess the adequacy of safety reports for upper tier COMAH sites, both for new sites and where modifications to a site are planned.
  • Play an integral part of investigation teams working across industry to seek out accident and incident root causes and identify recommendations to ensure that lessons are learned.
  • Act as an expert witness, giving your specialist opinion on HF aspects of accidents and incidents.
  • Contribute to the production and revision of HF guidance and standards for HSE and other industry bodies.
  • Prioritise continuing professional development, both technically, and in non-technical skills and be able to partake in cross division HF training and coaching.

Head Of Change

The Head of Change and Business Improvement is a senior leader in HSE’s Operational Service Division (OSD). OSD is responsible for HSE’s change, business and digital transformation, project management support, and Portfolio Management Office, in addition to supporting front-line delivery operations.

We play a key role in delivering HSE’s Change Portfolio, working with blended teams of permanent staff, contractors, and partner resources. We need to build upon and further develop our existing in-house capability to ensure we have the right skills and experience to deliver our ambitious plans.

Reporting to the Deputy Director of Transformation, and working alongside Heads of Change responsible for Project Management and the Transformation Office, this post provides a challenging opportunity for an experienced change leader to lead the profession—building capability to help implement our ambitious roadmap for business transformation. A critical part of the role is acting as a senior change lead across HSE, driving best practice throughout the organisation to build knowledge and optimise delivery.

The successful candidate will play a key role in maturing and enhancing our approach, methodologies, frameworks, and ways of working. They will collaborate closely with fellow leaders across the division to ensure that change activities are appropriately resourced, governed, managed, and successfully delivered. This includes identifying cross-cutting themes, common components, and critical organisational dependencies—working with the Deputy Director to define the appropriate approach for their delivery and management.
