Specialist Inspector – Construction Engineering

The Construction Engineering Specialist Team (CEST) comprises 4 Principal Specialist Inspectors, holding the role of Technical Strategy Lead, and 2 Principal Specialist Inspectors holding the role of Team Leader. Each Team Leader heads a team of up to 8 Specialist Inspectors located across Great Britain.

As a Construction Engineering Specialist, you’ll work alongside other technical specialists to ensure the work activities of those we regulate are operating within the legislative framework by inspecting, investigating, and assessing companies.

Your work with HSE will make the most of your experience – whether that’s evaluating the guidance being given to the emergency services in a rescue situation after an incident, identifying the cause of a structural collapse or providing technical assistance to colleagues undertaking complex investigations into serious incidents involving plant and equipment. This role will broaden your knowledge and challenge your engineering skills.

On joining HSE, all new specialist inspectors are required to complete a 2-year Specialist Training Programme (STP). This two-year programme comprises both in depth legal training and assessments and also any further technical training that may be required. Training will take place in work time.

Head of Organisational Development and Design

This role sits within the HSE’s Human Resources Division (HRD) and will be responsible for organisational development, design and learning and development. You will be part of the HR Senior Leadership Team and will report to the HR Director. You will lead a team which will grow up to around 30 FTE in the next two years.

Key Responsibilities

  • Lead the OD and D function within HSE which will involve a mix of ‘doing OD&D’ (designing and delivering OD&D interventions) and ‘leading OD&D’ (being accountable for the delivery of inputs from other practitioners) and managing a team of between 30 – 35 OD and D specialists.
  • People Strategy – Lead the implementation of an innovative People/HR strategy that aligns and contributes to the achievement of the organisations mission, vision and values, while fostering an exemplary organisational culture. Working closely with key stakeholders, including the CEO and exec group.
  • Culture Change / Change Management – Apply leadership and organisation development practices to the portfolio of strategic change projects. Work in partnership with Deloitte as strategic people lead, to transform how HSE delivers people change and to uplift senior leaders’ capability to successfully lead people through change.
  • Management, Leadership, and Executive Development: Lead initiatives to identify and cultivate future leaders. Design and execute development programs to build leadership and executive capabilities, including a program to create a high-performing executive team.
  • Learning & Development: Manage the full cycle of learning and development from identification to evaluation, covering all aspects of behavioural and technical learning.
  • Talent Development: Lead talent development initiatives such as apprenticeships, coaching, mentoring, and “grow your own” schemes to build a skilled and sustainable workforce. Develop and implement career development programs to provide clear growth pathways for colleagues and leaders.
  • Digital Learning and Technology: Oversee learning technologies and digital HR, focusing on implementing a learning management system and enhancing digital literacy. Integrating artificial intelligence and modernised people technologies across the organisation.
  • Organisational Development: Provide leadership on organisation development workstreams, succession and workforce planning ensuring fit for purpose OD solutions that support business needs both now and in the future. Challenge conventional approaches to drive forward change, delivering continuous improvement and alignment with the target operating model.
  • Regulatory and Inspector Training: Collaborate with key stakeholders within and outside of HSE to create and implement a learning and development strategy for the Building Safety Regulator post-Grenfell Towers and the UK’s Chemical Regulator following the EU transition, providing leadership in a complex and ambiguous environment. Additionally, lead the regulatory training teams across the organisation.
  • Stakeholder Management: Provide data insights and briefings to executive colleagues on strategic workforce issues, ensuring visibility and informed decision-making on HR priorities. Engage with key stakeholders and senior leadership teams across the business, including various committees, trade unions, staff networks, and subgroups as needed.

Project Manager

This exciting opportunity will be based at the HSE Science and Research Centre, our research laboratory and unique outdoor testing facilities, in Buxton, Derbyshire and you will be working as part of our Science Division Project Management Team.

As Project Manager (PM), you will be working on a portfolio of medium-high risk science and engineering based health and safety related projects, generally using waterfall methodology. You will be part of a team of PM specialists and will oversee a diverse portfolio of projects, for both commercial clients and HSE while collaborating with internal and external stakeholders.

We are looking for candidates who:

  • Have a Nationally recognised project management qualification.

Principal Building Safety Regulatory Lead

Within High-Risk Building (HRB) Regulation there are two distinct functions: Building Control and In-Occupation. This advert contains one role in each function.

  • The Building Control function is about ensuring HRBs are designed and built to meet the functional requirements of the Building Regulations.
  • The In-Occupation function includes delivery of the Building Assessment Certificate (BAC) applications to ensure that building safety risks associated with occupied HRBs are being managed and controlled to protect residents’ safety. This post will require leading a team who are based in Cardiff.

As an Operational Delivery Team Leader (also known as Principal Regulatory lead) you will be responsible for leading and managing Building Safety Regulatory leads, who are responsible for the regulatory decisions. These Regulatory leads will themselves be co-ordinating multidisciplinary teams (MDT) with regulatory partners including Building control and the Fire rescue service and structural engineers, who will provide the expertise to support decision-making.

You will be responsible for Operational Delivery, strategic oversight and leadership for effective and efficient delivery of regulatory compliance for HRBs that ensures residents feel safe and are safe in and around the built environment.

HM Inspector of Quarries

As a HM Inspector of Health and Safety (Quarries) you will report to HM Chief Inspector of Mines and be responsible for securing compliance with relevant health and safety legislation, the reduction in risk and the improvement of health and safety standards in quarrying activities in Great Britain by inspection, investigation and where necessary, the enforcement of the legislation.

The post carries a significant workload and a high level of personal responsibility for decision making. You will be expected to provide support and professional advice to colleagues on operational and regulatory matters, using your knowledge and skills, across industry sectors within Energy Division (Onshore boreholes and Renewable Energy) and other HSE Divisions.

Casework and Policy Consultant

The HR Division (HRD) is a strategic, corporate, expert division which provides services to the organisation.  Therefore, its role is to meet the needs of the organisation by developing, promoting, implementing and embedding best practice in people leadership and management.  In addition, HRD is responsible for enabling people to develop and grow and fulfil their potential at work and by ensuring that the organisation is successful.

We are looking for experienced HR professionals to join our Casework and Policy team to deliver in the following areas:-

  • Providing expert advice to managers at all levels, dealing with complex HR formal decisions, up to and including dismissal and into formal litigation.
  • Managing a range of complex HR cases effectively, including performance, attendance and disciplinary cases. Advising and supporting managers to enable them to progress their cases, ensuring adherence to policy.
  • Coaching and supporting managers through formal and informal procedures, providing appropriate and accurate advice to assist early resolution of workplace issues within their team in a timely, supportive manner.
  • Engage with Trade Union colleagues and others both in person and in writing, through appropriate consultation and negotiation as necessary, when developing and updating policies, to gain feedback, and to allow for further change and discussion.
  • Identify the need for and regularly review HR policies across the HR Division to ensure they remain current and in line with any statutory changes in law. Horizon scan to understand any upcoming employment law changes and prioritise and review in line with these changes, ensuring consistency and commonality of language and structure to agreed standards.
  • Proactively, develop and deliver workshops across the business to support managers dealing with complex performance, attendance and disciplinary cases. Work collaboratively with HRBP’s to understand themes within their business areas ensuring workshops are fit for purpose to support managers.
  • Ensuring Equality, Diversity and Inclusion is at the heart of all policy development, ensuring our policies align with the expectation and intent of the culture within the HSE.
  • Provide advice and support on employee relations as and when required. This could include engagement (attending people sub-group and other forums, leading on consultation of policy or restructure and ad hoc administrative support if required.
  • Ensure and quality assure that all casework systems and MI related dated are updated monthly, providing accurate, up to date information on all cases to enable sharing with manager and HR Director
  • Experience of interpreting HR related data to provide analysis on themes relating to long term absence cases, trigger points, performance and disciplinary cases to HR Director and SLT as required.

Mechanical Engineer – Specialist Inspector of Health and Safety

From the outset you will be supported by your manager and colleagues to understand your role in HSE, develop your skills and support you in your continuing professional development. For the legal requirements of the role, you will be enrolled on our Specialist Training Programme (STP) which you will be required to study for and successfully complete, including a final assessment. You will be required to spend periods of time away from home, visiting sites and other offices overnight, which your working pattern will accommodate.

To become an effective mechanical engineering specialist inspector, it is essential that you bring to the role your existing knowledge and experience of working in a high hazard industry, where you have been working in and making important decisions from a position of responsibility.

After completing the STP and when fully operational, your new job will be multi-faceted often involving several work packages concurrently, which you will have a high degree of autonomy to manage and deliver. Your core work will include carrying out inspections at major hazard installations with the aim of preventing loss of containment and mechanical failure. You will also be called upon to support investigations of accidents and incidents, helping to determine underlying causes, alongside other inspectors. Where a risk gap is identified, you will take or support enforcement action, including the preparation of Notices.

Your technical findings will be recorded in written reports, where you will also discuss issues found with reference to published guidance and relevant legislation. You may also be asked to provide expert evidence in legal proceedings. Upper tier COMAH establishments produce safety reports and part of your role will be to assess the mechanical engineering elements and identify where follow-up interventions are required. You will have the opportunity to contribute to the development of technical and operational strategy, and to represent HSE at external stakeholder events with fellow professionals, including speaking at conferences.
