The Health and Safety Executive (HSE) is establishing the new Building Safety Regulator (BSR) with the intention of keeping high-rise buildings safe and enabling people to feel safe within their homes. Working with residents and industry to make sure everybody has a voice, BSR will oversee changes to the safety and performance of all buildings and raise industry professional standards year on year.

BSR will serve as a lasting tribute to those who have lost their lives due to poor and substandard buildings and will help ensure tragedies of such proportions as Grenfell are consigned to the past. Over the coming years, as the powers of BSR increase, we will continue to build our team.

You will have the opportunity to be involved in developing processes and approaches as the new regulator becomes operational. In addition to supporting the committee secretariat, you will be occasionally working alongside a variety of professions and supporting engagement work with influential forums both internally and externally. Radiation Consents and Registrations Manager (FOD Band 5/EO)

The Radiation Consents Manager role is based in Field Operations Division, which is the largest operational division within HSE. You will join a small Radiation Operational Support team working in the larger operational support community.

The Consents Manager role is to contribute to the delivery of HSE’s strategy and FOD’s plan of work by playing a key role in the development, testing and implementation of a new process for radiation registrations and consent requests. The consents manager will work alongside in-house IT to develop an existing database which will be utilised by duty holders, operational support teams and regulatory colleagues. They will develop new procedures and analysis tools alongside the SAM and SRO for the project enabling a smooth transition into the process. They work together with operational support, visiting staff and regulatory colleagues to help ensure consistency of process and delivery. They provide provision of management information and undertake data quality assurance.

This is a voluntary, non-contractual arrangement and your allocated office will be your contractual place of work. There will be a requirement to travel to the office for various activities e.g., collaborative working, supporting and training colleagues.

Senior Database Administrator (Senior Data Engineer)

You will manage the HSE’s data estate, ensuring that data remains confidential, integral, available (CIA), and relevant to business requirements.  Monitoring all data flows and the use/re-use of data across the organisation to ensure that systems, business analytics and business intelligence are appropriately supported.

You will ensure databases remain secure, preventing unauthorised access, data exchange and data loss, and seek to improve all current system databases.  Resolving database issues before they impact the user/customer, identifying root causes, developing work arounds and fixes in priority order to ensure databases and applications remain operational, at N or N-1 states, and performant to SLAs/OLAs, implementing upgrades and patches to databases, coordinating change activity, engaging with users, and ensuring that upgrades are understood and appropriate.  You will document all databases, data interfaces and data flow diagrams, maintaining the accuracy of documentation to reflect changes and fixes, ensuring data quality is high.

Mechanical Engineer – Specialist Inspector of Health and Safety (CEMHD Band 3/ SEO)

A key operational arm of HSE, the Chemicals, Explosives and Microbiological Hazards Division (CEMHD) regulates the UK’s major hazard industries – companies whose products are essential to our everyday life, but where failures in safety management and risk control can lead to catastrophic harm to workers and the public at large. Employing around 300 professional engineers and scientists across a wide range of disciplines, we are responsible for securing safety across a range of industries including energy production (oil, gas and emerging technologies), chemical/pharmaceutical production and storage, as well as explosive manufacture and installations that work with biological agents.

From the outset you will be supported by your manager and colleagues to understand your role in HSE, develop your skills and support you in your continuing professional development. For the legal requirements of the role, you will be enrolled on our Specialist Training Programme (STP) which you will be required to study for and successfully complete, including a final assessment. You will be required to spend periods of time away from home, visiting sites and other offices overnight, which your working pattern will accommodate.

Training Administrator (Maternity Cover)

An exciting opportunity has arisen to provide maternity leave cover as a Training Administrator in our Customer Solutions Group. You will be based in HSE’s Science and Research Centre in Buxton, Derbyshire – a world leading provider of health and safety solutions to industry and government.

Person specification

You will contribute to the support and organisation of face-to-face and live online training courses under the supervision and support of colleagues. You will undertake activities including those described below, while being flexible and undertaking other duties as needed or requested:

• Deliver a high level of customer service to internal and external customers
• Process customer bookings and enquiries by telephone, email and face to face
• Input and maintain training database and website
• Oversight and facilitation of assigned training courses (both face-to-face and live online)
• Logistical and administration support for training
• Attendance at off-site and industry events to promote HSE training.

Regulatory Liaison Officer

With a world-class reputation for safeguarding the health and safety of people at work, the Health and Safety Executive (HSE) is adapting and evolving to meet the new challenges ahead. At the Chemicals Regulation Division (CRD) we work with one goal in mind – to protect human health and the environment from the effects of potentially harmful substances.

The Pesticide’s Operational Support Team works closely with coordination, policy and scientific teams to process  pesticide applications in line with the relevant legislation. The GB/NI only regime requires the management of information required to specifically support either GB only or NI only applications.  Particular emphasis is on the handling and understanding of divergence in applications and authorisation processes including record keeping of divergence.

Responsibilities

  • Be a key lead on operational delivery of the pesticides authorisation process, with particular expertise on GB and NI divergence.
  • Coordinating decision making with colleagues and implementing actions on authorisations or processes.
  • Effectively plan delivery to meet wider objectives, balancing resources with business needs.
  • Represent CRD at meetings (both internal and external) around the divergence between GB and NI, to ensure the GB/NI regime works legally and operationally in support of all of our stakeholders.
  • Act as the link between CRD and the EU Commission / Member States for information flow to enable Northern Ireland to fulfil statutory duties.
  • Ensure that all delivery of the authorisation process for pesticides is completed within internal and regulatory deadlines, and reflects any differences between GB and NI.
  • Manage a team of Band 5s and Band 6s to deliver a wide range of tasks in support of the pesticides process. Set clear objectives, priorities, standards and expectations, and coach, support and develop the team to ensure they have the right skills and training to deliver what is required and develop in their roles.
  • Engage, collaborate, and motivate the team with ongoing transformation work concerning systems used to process applications and authorisation documentation.
  • Be an active member of the team leadership group.
  • Contribute to the work of CRD’s Applicants Enquiry Helpdesk by managing and answering enquiries from a diverse range of stakeholders.
  • Contribute to the answering of requests for information under the Freedom of Information Act 2000 and Environmental Information Regulations 2004.

Customer Services Officer

We contribute to the Health and Safety Executive (HSE) strategy – Protecting people and places. Our contribution is to protect people at work and or who are impacted by a work-activity by ensuring risks are properly managed.

The team is a front-facing, high volume, fast-paced, operational, front-line team. In 2021/22 the team received 52k new workplace health and safety concerns (report a health and safety problem), and advice requests.  In our efforts to continuously improve, we seek to adopt the digital approach as opportunities arise.

We are looking for motivated and dedicated customer focused people to join the team to play an important role in ensuring that HSE provides a professional response to Health and Safety Concerns, and Advice requests, within strict deadlines.  You will be working on behalf of Customer Services, as a call handler. Your main responsibility is to answer calls in a professional manner; direct customers to HSE online forms or complete online forms on behalf of customers, redirect customers if it is not a matter for HSE to deal with and point customers to relevant health and safety information.

Graduate Ergonomist/Human Factors Specialist

We are looking for a qualified scientist to join our Human Factors team in the Risk and Human Factors Group in maintaining our role as a leading provider of health and safety solutions to industry and government, nationally and internationally. In HSE SD, we use applied science to underpin and inform pragmatic guidance and advice to meet the current and future needs of industry. The scope of our work requires a diverse range of expertise.

This breadth of expertise underpins our particular strength in creating multidisciplinary teams to support major incident investigations and policy development, as well as undertaking research and providing consultancy support.

This is an excellent opportunity to use your skills in a highly diverse way across most industrial sectors to contribute to valuable research, technical support, investigations, and training delivery.

You will be part of a team of Ergonomics, Human Factors and Psychology specialists and your work will require collaboration with a range of other technical discipline specialists, as well as Policy and Regulatory colleagues.

Administrative Officers

Operational Support staff contribute to the delivery of the HSE Workplan by supporting the work of HSE Inspectors across a range of industries including Manufacturing, Construction, Chemicals and Energy. The support is delivered through a range of established and developing procedures.

The main function of the Administrative Officer role is to support the work of HSE Inspectors in frontline operational delivery.

In this role you will contribute to the important work HSE does. You will work closely with your colleagues to deliver the key responsibilities of the post. You will be flexible and able to respond to changing work priorities at pace, which will allow you to develop your skills and knowledge. In all that you do you will be proactive, innovative and focused on delivering HSE’s business, as well as able to plan and prioritise your work.

You will be required to provide support on both a local and national basis according to business need.
