The Business Analyst plays a key role in designing, building and implementing new operating models and digital services in line with HSE’s strategic priorities, focusing on efficiency, effectiveness, regulatory outcomes, and improving the user experience.

They are responsible, at a project level, for baselining current activities, articulating business and user requirements, designing and implementing new services, processes, organisational structures and ways of working, as well as providing continuous improvement support to HSE’s operations.

Mechanical Engineer/Scientist (Engineering Incident Investigator)

This vacancy is for an engineer or scientist to join our Engineering team in the Major Hazards Capability Group. This is an excellent opportunity to use your skills to contribute to innovative work to support HSE incident investigations, and research and testing projects to directly improve the lives of people in their workplaces.

You can expect to contribute to a diverse range of projects within the health and safety sector, especially HSE incident investigation support, and also be involved in work for other government departments and industrial clients.

You will be part of a team of mechanical, electrical and gas engineers delivering experimental testing in relation to incident investigations but you will also collaborate with technical experts across many other disciplines.

Knowledge & Information Management Officer

As a UK regulator, HSE collects, processes, and produces a huge amount of information relating to our regulatory activities and we have legal obligations as a government department to ensure that we are managing this information in accordance with our statutory obligations and can be both accountable and transparent in our decision making. HSE’s Bootle-based Information Management Team (IMT), is responsible for providing advice and guidance on the effective management of information across the organisation.

As part of the Information Management Team, the post holders will provide day-to-day support to HSE on all aspects of information management, promoting best practice, delivering a number of specialist services and making the best use of new technologies and responding to the changing needs of the organisation.

Experience of knowledge and information management is not essential as training and development will be provided.

HM Specialist Inspector – Major Hazards Risk Assessment

We have an exciting opportunity for a HM Specialist Inspector to join our team.

The Major Hazards Risk Assessment Unit (MHRAU) within CEMHD is responsible for contributing to the regulation of onshore major hazard sites, with a focus on assessing major hazard risks. Working with other parts of Government, including Scotland and Wales, we deliver statutory advice on development around existing major hazard installations and major accident hazard pipelines to local authorities, duty holders, developers and the public at large. MHRAU also provides statutory advice on plans to develop new businesses holding significant quantities of flammable or toxic substances. Maintaining public safety assurance in the land use planning system in relation to major hazards is central to the activities of the unit. Our advice helps to prevent major accidents, and if they were to occur to mitigate the consequences. The Unit undertakes these statutory activities on over 3000 major hazard onshore installations (including pipelines) under the following provisions:

Control of Major Accident Hazard Regulations 2015 (COMAH).
The Planning (Hazardous Substances) Regulations 2015 (Hazardous Substance Consent, HSC).
The Town and Country Planning (Development Management Procedure) (England) Order 2015.
The Pipelines Safety Regulations 1996.

Job description

From day one, you will be supported by your manager and colleagues to understand your role in HSE, in addition to supporting your continuing professional development. As this is a Specialist Inspector role you will undergo a Specialist Training Programme (STP). This is a two-year training programme which includes in depth legal training and assessment on occupational health and safety during your probationary period. You will be required to complete and pass the full programme. There will also be further technical training relating to regulation of major hazards.

Your role will include:

Evaluating the technical risk to people associated with onshore major hazard installations.
Providing advice on the risks arising from onshore major hazard installations and pipelines to a range of stakeholders, including industry, local planning authorities and other government departments;
Represent HSE at LUP appeals and inquiries and at technical gatherings of fellow professionals and other stakeholders;
Maintain technical policy topics, related methodologies, hazard assessment or quantified risk assessment tools, and supporting guidance;
Commission science and oversee its delivery.

Electrical and Control Engineer Specialist (FOD Band3/SEO)

Central Disclosure Officer

The role of the Central Disclosure team is to effectively manage a range of information requests from internal and external customers, ensuring that the HSE remains compliant with its statutory obligations under UK information law.

As a Central Disclosure Officer, you will operate in a customer service environment and will be responsible for logging information requests received by HSE and for making an assessment on the most appropriate disclosure regime including the Data Protection Act (DPA), Freedom of Information Act (FOI), Environmental Information Regulations (EIR) and Civil Procedure Rules. You will be responsible for providing professional, accurate and consistent responses to customers within statutory deadlines.

This includes qualitative and quantitative analysis and management of current and future demand profiles and resource forecasts in addition to the creation of Management Information reporting for internal and external stakeholders.

As a building engineer you will work on the development of technical policy relating to Building Regulations and building standards. You will have a broad base of relevant building engineering and construction experience and willing to work flexibly in relation to more than one area of technical expertise.

This post requires a good understanding of technical matters but also capacity to work within the broader policy and political context of Government. You will work closely with other government departments and provide technical advice to support development of new policy which is both deliverable and technically sound.
