Building Control Professional

HSE is working closely with the Department for Levelling Up, Housing and Communities (DLUHC)and the Home Office (HO) in supporting the Government’s Building Safety Programme (BSP) and to implement Dame Judith Hackitt’s recommendations to establish a new, stronger regulatory regime following the Grenfell Tower tragedy.

As part of this, HSE has been tasked with establishing the new Building Safety Regulator (BSR) and implementing the new building safety regime.

The BSR will be responsible for:

• ensuring delivery of the new regulatory regime for higher risk buildings,
• oversight of the built environment, setting standards, providing advice to industry, and advising Government on changes to the scope of the new regime
• overseeing work to drive increased competence of professions and trades working on buildings.
• Establishing building control as a regulated, unified profession.

We are looking to recruit three experienced building control professionals, one of which must have experience across both the public and private sector. These Roles are temporary for 18 months.

The main areas of work in which your expertise and experience will be utilised will involve providing advice and guidance to the Oversight and Competence teams from a building control perspective. The focus of this secondments will predominantly be concerned with the development of the Operational Standards & Rules, Key Performance Indicators and competence framework for building control professionals, as well as contributing to work to establish building control as a regulated profession. These are key components in overseeing the performance of the Building Control profession and to drive improvements in Building Safety. Your knowledge of the challenges faced by Building Control Bodies and professionals will be significant to the development of the this work and fundamental to our ongoing collaborative working relationships.

Building Safety Regulator (BSR)
As part of the Government’s response to the Grenfell Tower tragedy HSE is establishing a new Building Safety Regulator (BSR). The development and implementation of the legislative framework and
operational arrangements to create the BSR offer a unique opportunity to contribute to, and experience working in, an exciting and high-profile area of Government policy that aims to ensure that people living in high-risk buildings are both safe, and feel safe.

The strength of the Construction Sector is our ability to bring to bear our collective capability on policy, operational strategy, insight and communications, to support HSE’s prevention mission on such important issues as promoting proportionality in health and safety management and our better regulation work.

Engagement and Policy Division (EPD)
Policy makers in Engagement and Policy Division (EPD) are at the heart of how HSE reduces risk and protects people in the workplace – it leads on HSE’s communications and business insight interventions and helps shape our policy and frontline inspection interventions. The strength of EPD is our ability to bring to bear our collective capability on policy, operational strategy, insight and communications, to support HSE’s prevention mission on such important issues as promoting proportionality in health and safety management and our better regulation work.

You will manage a number of areas of work and will need to work flexibly and dynamically, often at pace, in line with the demands of the policy areas you are responsible for to ensure that HSE interests and priorities are met.
