Contracts Administrator Apprenticeship

We have an opportunity for a Contracts Administrator apprentice to join our Contracts team where you will undergo a Business Administrator Level 3 apprenticeship.

The scope of our important work requires a dedicated individual to provide administrative support to HSE’s Contracts team, which facilitates our activities as a supplier of consultancy and testing to industry and other customers. The objective of the team is to help HSE understand and manage its exposure to risk, through appropriate contractual mitigation.

This is an excellent opportunity to work collaboratively across HSE with both internal and external stakeholders (both government and industry) and to provide contracts administration support to HSE’s essential commercial activities.

Toxicology Regulatory Scientists

We have opportunities for 3 ambitious Band 5/EO regulatory scientists to work in our Toxicology teams where work will be undertaken principally across the Biocides and Pesticides regimes.

You will work as part of a team and learn about the role of toxicologists in CRD and how to undertake the technical assessments that underpin our regulatory role.

You will evaluate data from standard regulatory studies but also mechanistic and literature information to assess the human health hazards of a variety of chemicals. For the 3 posts available, this will include pesticide and biocide active substances and their formulations.

You will join a structured training programme which includes working closely with and being under supervision of other toxicologists. This will introduce you to all the different elements of your role, enabling you to gain in-depth knowledge of the regulatory toxicology and develop valuable experience in regulatory science. On completion, you will have the opportunity to apply for through grading to Band 4!

Fire Explosion and Risk Assessment Offshore Inspector

Fire Explosion and Risk Assessment is essential in the context of managing offshore major accident hazards, where failures can lead to catastrophic harm to workers and the environment. Energy division has a front line team of Fire Explosion and Risk Assessment Specialist Inspectors who cooperate with colleagues to regulate companies undertaking offshore oil and gas operations or related activities.

You will become part of a team of technical specialists working to help improve safety across a wide range of activities within the UK offshore major hazard industries. You will provide fire explosion and risk assessment support to IMT inspectors for both planned and reactive work. As part of the specialist team of inspectors you will also engage with a diverse range of stakeholders to keep up to date with new developments and to promulgate HSE expectations within the industry.

HM Specialist Inspector – Electrical, Control & Cyber Security

Your main responsibility is to address major accident hazards in relation to Electrical, Control and Cyber Security at onshore major hazard installations, which includes oil refineries, oil and gas storage, chemicals production, and some nuclear sites.

Key Responsibilities:

  • The production of technical inspection reports that identify risk gaps and failure(s) to comply with the law.
  • Taking suitable enforcement action to address significant risk gaps on operator’s sites e.g., prohibiting processes or activities.
  • Forensic analysis of the electrical or control systems elements of accidents in major hazards industries in order to identify root causes and where necessary, leading the technical aspects of the investigation, calling in other expert support and supporting legal enforcement action to prevent a recurrence.
  • Provide expert opinion on the management of industrial control systems and, when required, work as a specialist investigator or expert witness at tribunals, inquests and legal proceedings.
  • Assessment of Safety Reports submitted by organisations to ensure effective management of risk and identify priority areas for inspection.
  • Advise colleagues on technical matters out with their area of expertise e.g., standards for electrical equipment in explosive atmospheres, and how the conditions compare with minimum legal requirements and relevant good practice.
  • Liaise with other Government departments, the public, industry, professional bodies and trade associations in order to secure intelligence, share information and contribute towards policy, research and guidance on functional safety, electrical equipment in explosive atmospheres and cyber security for Industrial Automation and Control Systems (IACS).
  • Using your expertise and experience to drive improvements in technical and operational standards nationally and to promote better health and safety at UK forums, and at relevant conferences.

Specialist Training Programme (STP)

On joining HSE, all new specialist inspectors are required to complete a 2-year Specialist Training Programme (STP). This two-year programme comprises both in depth legal training and assessments and also any further technical training that may be required.

For Cyber Security specifically, HSE will provide a full development package to equip the successful candidate to assess this topic in line with HSE Operational Guidance (OG86) and other relevant standards e.g. IEC 62443.

Solution Architect

HSE’s Information, Technology and Services includes an Enterprise Architecture Team. This team is primarily responsible for the development of an Enterprise Architecture (including Business, Data, Applications and Technology domains), defining and executing technology strategy, and also for directing and assuring the delivery of new IT Solutions.

This Solution Architect role is to lead on the Applications Architecture domain, and direct and govern the design and delivery of new application components, and the end-to-end design that uses those components to deliver new digital IT solutions.

You will have a key role in developing application roadmaps, target architectures, and reusable application components, and determining how we best transition from legacy solutions to modern services that help HSE to meet its business objectives.

Well Engineering & Operations Inspector

As a Well Engineering & Operations Inspector, you will apply your experience and knowledge gained while working in the oil and gas well construction and operations sector to the regulation of a wide range of offshore and onshore well engineering and operations activities. Your role will vary enormously in terms of task and pace, ranging from rig site inspections to technical reports.

Key Responsibilities:

  • Provide specialist advice on health and safety matters associated with the topic of well engineering, drilling, and other well operations. To within HSE, industry and other stakeholders.
  • Perform inspections of well notifications for onshore and offshore well operations submitted to HSE.
  • Assess safety cases and inspect combined operations notifications from a well engineering and operations perspective, as part of the offshore safety case permissioning regime.
  • Perform site and HQ inspections with respect to specialist issues arising from well engineering, drilling and other well operations activities both offshore and onshore.
  • Investigate accidents, incidents and complaints alone or as part of a team, both offshore and onshore. Support enforcement action, including preparing technical reports and expert evidence in legal proceedings.
  • Make technical contributions to the development of industry standards and guidance such as being involved in the design and operations of wells.

Offshore Electrical & Control Systems Engineer – Control & Instrumentation and Cyber Security

Key Responsibilities

For this particular EC&I role, we are looking for a professional with a bias towards control & instrumentation systems and cyber security in the offshore oil and gas or petrochemical process industry, who has the knowledge and understanding of the design, installation, operation and maintenance of control & instrumentation systems to achieve and maintain safety in the offshore oil and gas environment.  Additional responsibilities also include addressing the Network and Information Systems regulation in relation to assuring continuity of essential services for applicable Offshore Oil & Gas Installations.

As part of the overall responsibilities of the role, you will carry out the full range of duties of an HSE Specialist Inspector including:

  • Assessment of safety cases drawing conclusions on the adequacy of the demonstration, raising issues, or considering future inspection work.
  • Investigations of incidents or complaints as part of a multi-discipline team dealing with enforcement or supporting others as necessary on technical aspects.
  • Inspections (on/offshore) as part of a multi-discipline team, completing reports and issuing different levels of enforcement depending on the risk present.
  • Electrical, Control & Instrumentation based inspections covering topics such as; Functional Safety Management, EX Equipment, Fire & Gas systems, Process Control & ESD systems etc.
  • Cyber Security Inspections for both the NIS regulations and Major Hazard risks.

Specialist Inspector – Offshore Human Factors

We employ around 140 professional engineers and scientists to do this. Respected internationally for our independent status and integrity, we have a long-standing reputation for technical expertise which can be applied logically to deliver effective, proportionate solutions enabling hazardous activities to be managed safely.

Energy Division has a front-line team of Human Factors Specialist Inspectors who are primarily involved with regulating Offshore Oil and Gas Installations. Over time it is anticipated there will be an increasing amount of NetZero related work (e.g. carbon capture and storage and floating wind turbines).

Key Responsibilities

  • Assessment of safety cases drawing conclusions as a subject matter expert on the adequacy of the demonstration, raising issues, or considering future inspection work. Human Factors topic discipline involvement includes assessment of risk assessment of HF aspects of major hazard risk identification and risk control; design of interfaces, control systems, control rooms and other safety critical equipment and management systems relating to ensuring reliable human behaviour.
  • Investigations of incidents or complaints as a Human Factors topic specialist in a multi-disciplinary investigation team dealing with evidence gathering, enforcement, prosecutions and supporting others as necessary on technical aspects to ensure lessons are learned; recurrence is prevented and justice is delivered.
  • Inspections (both onshore and offshore) as part of a multi-discipline team, to identify risk and underlying issues and make judgements about the adequacy of control measures, completing reports and issuing different levels of enforcement depending on the risk present.
  • Provision of expert advice on health and safety matters associated with Human Factors within Energy Division, HSE, industry and other relevant stakeholders.
