Lawyer – Covid 19 Public Inquiries Team

Within our Legal Services Division, we have the opportunity for 3 Lawyers to join the team on a 12 month fixed term appointment.

You will be either a qualified Barrister or Solicitor. You will have good knowledge and experience of public inquiries and inquests, regulatory law, litigation and / or public law. You will be experienced in gathering evidence and interviewing witnesses, drafting witness statements, reviewing material / evidence and making decisions on the disclosure of material. Knowledge of the role of HSE and of health and safety law is desirable. Experience of using eDiscovery software is also desirable, although not essential.

Person specification

Provide advice on scope of modules, relevant HSE regulatory activities / functions and potential core participant applications.
Consider and provide advice in relation to requests for information received from the Public Inquiries.
Assist in the preparation of responses to requests for information received from the Public Inquiries, including interviewing HSE colleagues, gathering evidence, drafting witness statements / responses, reviewing evidence / material and making decisions on disclosure in accordance with relevant requirements.
Attend conferences with Counsel instructed on behalf of HSE.
Attend hearings (as required)
Liaise with the Covid-19 Public Inquiry Legal Teams (UK and Scotland) in relation to requests for information.
Monitor on-going hearings and updates from the Covid-19 Public Inquiries and provide reports to senior HSE colleagues on any matters relevant to HSE’s involvement or potential involvement in on-going and future modules / portfolios.

Research Scientist: Gas Specialist Deadline Extended

We have an exciting position within the HG which will appeal to those with a physics background. You will be responsible for delivering research and testing regimes within the field of gas detection for both HSE and commercial customers. We are looking for a research scientist to become a practitioner in gas detection, to work alongside the current specialist. You will also be expected to develop aerosol capability and contribute to aerosol science delivery. You will be self-motivated and inspire others to strive for quality outcomes. You will need to, under challenge, think strategically and engage at different levels with scientific peers, regulatory and policy colleagues within the organisation. You will work with others to schedule and organise cross-discipline scientific resources to ensure the timely delivery of HSE’s research and commercial work, ensuring that the scientific resource is used effectively and efficiently enabling the contribution to be maximised.

The work undertaken in the HG is diverse; the majority of scientists involved come from the three fundamental backgrounds of biology, chemistry and physics. These core scientific skills have been enhanced and developed with individuals ultimately pursuing chosen specialisms, leading to several being prominent experts in their field. Scientists in HG use their expertise, experience and skills, to measure exposure and, assess and develop control mechanisms to prevent workplace ill health. Laboratory and field work is undertaken to understand risks to health in a wide range of work sectors; evidence is gathered on hazardous substance and physical exposures to support policy decisions, HSE guidance and the underpinning of inspection regimes in support of regulatory activity. You will be expected to work with and assist HG colleagues, including those in the field of occupational bioaerosol exposure, and across HSE as part of their programmes of work.

Risk / Process Safety Research Scientist

As a Risk and Process Safety Scientist, you will be expected to contribute on a diverse range of projects especially on emerging technology, including both commercial and HSE work. There will be a strong emphasis on team working and collaboration. You will be expected to work with specialists and technical experts across many other disciplines.

Examples of the type of work involved are:

Carry out projects and provide expertise in the application of risk assessment and process safety, including topics such as Dangerous Substances and Explosive Atmospheres Regulations (DSEAR), major accident risk reduction measures as well as the principles and application of ALARP.
To undertake hazard identification studies.
To assess relevant aspects of safety cases, technical reports and other information, for a variety of high hazard industries, emerging technologies (especially those connected to NetZero ambitions) and High Risk Buildings.
