Environmental Regulatory Scientists

We have some exciting opportunities for regulatory scientists to work in our Environmental Teams where work will be undertaken principally across the Biocides and Pesticides regimes.

The CRD Environmental area is made up of Efficacy, Environmental Fate and Behaviour and Ecotoxicology disciplines. These teams evaluate the effectiveness of pesticides and biocides, how chemicals behave in the environment and what the environmental impacts are. Our Environmental scientists work closely with scientists from our Human Health and Delivery Teams.

We have opportunities for environmental regulatory scientists to work in the following areas:

  • Environmental fate and behaviour
  • Ecotoxicology

The Environmental Fate and Behaviour Team is made up of a team of 28 scientists who are involved in the evaluation data examining degradation and mobility of substances in soil, water, sediment and air. Using information on the properties of individual chemicals and mixtures, you will be involved in preparing exposure assessments and supporting HSE Ecotoxicology specialists in assessing environmental risks. These assessments are used to support HSE regulatory decisions.

The Ecotoxicology Team is made up of a team of 21 scientists who are responsible for evaluating data submitted on the toxicity of pesticides, biocides or other chemicals to a wide range of non-target organisms such as birds, mammals, aquatic organisms, bees, non-target arthropods, earthworms and soil macro and micro-organisms as well as non-target terrestrial plants. In addition, data on exposure are also evaluated and these data, along with the toxicity data are used in carrying out the associated regulatory risk assessment.

Fluid Flow Modeller

This is an exciting opportunity for a Fluid Flow Modeller to join our team in HSE’s Science Division. You will apply mathematical modelling and numerical analysis to a wide range of health and safety-related applications. The successful candidate will be involved in modelling anything from releases of cryogenic hydrogen to explosions to the transmission of SARS-CoV-2.

Our capabilities encompass a wide range of topics including; fire, explosion, process safety and engineering; occupational and environmental health; risk assessment; work environment; and specialist photographic and analytical services. This breadth of expertise underpins our particular strength in creating multidisciplinary teams to support major incident investigations and policy development, as well as undertaking high quality research.

Divisional Support Officer

To provide support to the Director of Transformation and the Divisions Senior Leadership Team (SLT). The post holder will be responsible for supporting SLT activities and will lead on the co-ordination of the divisional wide meetings and working groups. The post holder will also provide resilience and cover for the Directors Executive Assistant

Research Scientist – Chemistry

We have an exciting opportunity for two enthusiastic scientists with a background in analytical chemistry to join our Exposure Measurement portfolio, working within the Analytical Chemistry and Biological Monitoring teams. The teams undertake research for HSE and others, as well as providing an analytical service, support to incident investigation and preparing samples for proficiency testing. The primary role is to protect worker health through the assessment of chemical exposure and uptake.

Your work will provide innovative support to HSE and industry in alignment with HSE’s aim to prevent death, injury and ill-health of workers and those affected by work activities.

These excellent opportunities will be based at our Science & Research Centre in Buxton, Derbyshire. The Centre is an internationally renowned scientific facility for health and safety, employing scientific, medical and technical specialists in a purpose-built laboratory at our 550-acre site.

Extramural Contracts Manager

We have an exciting opportunity for an experienced and motivated Contracts Manager to manage Science Division’s Extramural contracts (our outsourced services). You will be part of the Customer Solutions Group Contracts Team within Science Division (SD) in Buxton. Reporting to the Contracts Team Lead, this is a great opportunity to join a small, busy, and fast-paced team of commercial specialists that ensure that HSE’s liability is limited, and its position protected through the negotiation and agreement of supplier contracts which cover all aspects of HSE’s science and research requirements.

As an Extramural Contracts Manager, you will be self-motivated and have a clear understanding of both contract and project management. You will be able to follow HSE’s procurement and project management processes to successfully play a part in commissioning new contracts and manage existing contracts. You will be adept at communicating with colleagues and will be able to effectively manage relationships with strategic partners and appointed contractors. You will be experienced in developing business cases in consultation with relevant stakeholders for identified research needs and you will be able to work effectively with senior staff in supplier organisations to establish appropriate governance, reporting and relationship arrangements. You will understand the commercial lifecycle and how to obtain spend-approval from SD’s Senior Leadership Team (SD SLT) and both HSE’s Operations and Regulation Committee (ORCo) and Executive Committee (ExCo). You will be expected to keep up to date with procurement communications such as current Government and Civil Service Spending Controls and you will be able to work with HSE end users and the HSE Procurement Unit (PU) to develop specification documentation (including question sets and the evaluation approach) for tenders.

You’ll work alongside a team of dedicated psychologists, ergonomists, human factors practitioners, and other experts to support the move towards net zero while maintaining Great Britain’s record as one of the safest countries to work in. This is a unique opportunity to apply your knowledge and experience to a wide variety of industrial sectors, developing and leading contributions to valuable HSE and industry projects, incident investigations, and training delivery.   • Leading technical contributions to projects related to workplace stress and mental health, and safety leadership and demonstrating high professional standards in science and application of research methods, including constructively challenging existing approaches. This may involve taking on a role as a technical lead on a topic from within the discipline.
  • Leading technical contributions to support regulatory colleagues (following a period of training and support). This may involve acting as an expert witness.

Head of News and Social Media

HSE is currently going through a period of significant change. We are creating the new Building Safety Regulator, have taken on responsibility for Great Britain’s new chemical regulation regime, and are working with the Government and industry on the safe transition to net zero. You’ll protect and promote HSE’s reputation, leading our busy press office, delivering impactful communications activity in support of corporate priorities, and planning and preparing our response to emerging issues. This is a very exciting time to join ITS as we continue to support HSE in the transformation of our IT services with a focus on modernising our IT Operations. As part of an internal software development function within HSE’s Information Technology Services, you will join a team responsible for the development, testing and support of HSE applications. A software developer designs, runs and improves software that meets user needs. The applications are hosted on a number of technologies (e.g. Azure; SQL Server; Ingres;) and developed using a variety of tools.

In this role, you will be responsible for writing clean, secure code following a test-driven approach  and creating code that is open by default and easy for others to reuse.  HSE’s IT Services are currently undergoing a modernisation and we are about to get started on significant IT enabled Business Transformation. Fire Explosion and Risk Assessment Offshore Inspector

A key operational arm of HSE, Energy Division (ED) regulates the UK’s Offshore oil and gas industry, pipelines, mines, diving and renewable power generation. We employ around 140 professional engineers and scientists to do this. Respected internationally for our independent status and integrity, we have a long standing reputation for technical expertise which can be applied logically to deliver effective, proportionate solutions enabling hazardous situations to be managed safely. Offshore safety and the linked environmental protection remain high government priorities.

Fire Explosion and Risk Assessment is essential in the context of managing offshore major accident hazards, where failures can lead to catastrophic harm to workers and the environment. Energy division has a front line team of Fire Explosion and Risk Assessment Specialist Inspectors who cooperate with colleagues to regulate companies undertaking offshore oil and gas operations or related activities.

You will become part of a team of technical specialists working to help improve safety across a wide range of activities within the UK offshore major hazard industries. You will provide fire explosion and risk assessment support to IMT inspectors for both planned and reactive work. As part of the specialist team of inspectors you will also engage with a diverse range of stakeholders to keep up to date with new developments and to promulgate HSE expectations within the industry.

Principal Building Safety Regulatory lead – High Risk Building Regulation

The Health and Safety Executive (HSE) has established the new Building Safety Regulator (BSR) to ensure high-risk residential buildings (HRBs) are safe and to enable people to feel safe in their homes.

Within High-Risk Building (HRB) Regulation there are two distinct functions: Building Control and In-Occupation.

The Building Control function is about ensuring HRBs are designed and built to approved standards.

The In-Occupation function includes delivery of the Building Assessment Certificate (BAC) applications to ensure that building safety risks associated with occupied HRBs are being managed and controlled to protect residents’ safety.

As an Operational Delivery Team Leader (also known as Principal Regulatory lead) in either function you will be responsible for leading and managing the Multi-Disciplinary (MDT) leads (also known as Building Safety Regulatory leads) who are responsible for the regulatory decisions and, you will be responsible for the strategic oversight and leadership for effective and efficient delivery of regulatory compliance within HRBs that ensures residents feel safe and are safe in and around the built environment.

We are looking for dynamic, driven, leaders who are able to bring out the best in our people, work effectively with others, including external partners, and ensure efficient delivery of BSRs functions and objectives.

As well as being an effective leader, you will need effective communication and influencing skills and the ability to work with and through others in MDTs, overseeing consistent decision making regarding building safety and ensuring proportionate regulatory outcomes.

You will build effective working relationships at regional level to support MDT operations, manage and deploy resources efficiently within and across regions and monitor all aspects of operational performance and delivery within your team including risk and financial management.

As BSR is a new organisation our processes are still embedding. You will need to be alert to when things are not being delivered as expected, responding promptly to implement changes while mindful of the impact on culture, structure, morale and a diverse range of end users.
