The Health and Safety Executive’s (HSE) Projects, Performance and Compliance Group provide project management support to ensure effective planning and delivery of all project-based work within Science Division. This includes approximately £14m of externally funded work, internal research projects and all incident investigation projects supported by HSE’s Science Division.

As a project management technical lead within the group’s project management function, you will need a background in project management at a senior level, and operational management.

The group comprises of approximately 30 colleagues. As one of three team leads within the group you will report to the Group Lead. Your role is to provide technical leadership and line management of a team of project managers to ensure quality of outputs, and capability to meet business need. You will manage operational demands to ensure we have the capacity to meet work demands.

Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours per week.

Job description
You will have overall management responsibility for one team, comprising approximately 12 Project Managers. The role will mainly consist of professional project management development, working closely with other team leads within the group, provide direct line management, and management of the day to day operations of the team.

You will have responsibility for overseeing the technical quality of project management delivered by your team, attendance, performance and development, and well-being of the team. You will need to engage with key stakeholders across the business to ensure that all projects are properly resourced and appropriately scheduled.

Responsibilities

You will be responsible for:

Technical leadership – Project Management

Provide technical support and guidance to ensure project management of the team’s projects are effective and managed appropriately.
Provide quality assurance on the project management aspects of all projects.
Provide critical oversight of SD high risk projects throughout the project life cycle.
Professional development of Science Division’s project managers
Planning individual development goals, mapping these against the future capability plan and embedding them into staff performance agreements.
co-ordinating relevant continuous professional development sessions and learning and development plans, to ensure are meeting the required project management functional standards.
Line Management

Line Management of staff. Setting clear work objectives and assessing performance against these, seeking feedback from others as needed.
Management of the team, including holding regular team meetings, cascading organisational aims and objectives to staff and feeding back team level input. Being a focal point for staff concerns and issues and ensuring that the teams are meeting all the relevant performance objectives.
Resource Management

Allocation of work, managing the work demands as circumstances change ensuring individuals are provided with the right mix of work to provide interesting, challenging work and ‘on the job’ development and experience dependent on business need.
This role is based at HSE, Science Division’s Buxton Facility in Buxton, and it is expected that the successful applicant will be on site at Buxton 2-3 days a week.

Person specification
Essential criteria

Have significant experience of project management at a senior level, demonstrating strong knowledge and application.
Operational experience, in a complex and demanding project environment including building a performance culture for staff.
Have strong communicating and influencing skills enabling you to bring out the best performance from individuals and a team.
Be able to work collaboratively with others and encourage and support good collaboration and team working within your team and between team members and other HSE colleagues.
Qualifications
Nationally recognised Project Management qualifications or relevant experience
